It doesn't make a whole lot of sense flavor-wise to have it outside of the Adventure mode. The other battlefields are sort of generic Azeroth locations (Alliance and Horde-themed) whereas the Naxxramas battlefield would only appear in a specific instance in World of Warcraft.
Plus, having it as a public battlefield takes away the newness for first-time Naxxramas goers.
