I'd say the most P2W card game I've played is definitely hex. It has virtually no f2p mechanics, and legendary cards often vastly overpower comparable cards of lower rarities. Yes, hex has some cheaper decks, but most of even the cheapest decks require about $20 worth of investment. And the meta is currently dominated by decks playing 4x of a legendary card that will cost you about $25 for each copy, which makes it $100 for the 4 copies you invariably want in your deck.
That being said I like hex, and you can get cards without putting in money if you are good at drafting. But for your average player, if you want to play on the constructed ladder, you will not get very far without some monetary investment.
