On mobile so hard to respond. I should of mentioned that this would not have ladder and not replace standard or wild. I don't see a problem that the game can have both competitive and non competitive formats. Of course I homebrew my own decks, ask any of my friends about my wacky decks. What rotating formats will do is make homebrewing decks more fun. Since everyweek cards you been using rotate out and the deck is not viable anymore it causes interested players to homebrew more. By the time a net deck reaches the masses for that set rotation, the set has rotated out which would cause us to see unique decks every week. Adding this format doesn't take away from the current experience. People can ignore it if they wish.
Also im pretty sure in magic, players could agree on what random sets to play for the night. The problem with hearthstone is the experience is dictated by blizzard.
Everyone gets tired of the current meta. So why would it not be fun to spice it up with different card sets every week or month? For example this week could be Classic, GvG, Kara, TgT. And it could vary between how many sets per week as well. It will never equal Standard or Full Wild mode. For example after the first week it could be Classic, LoE, NaX. Then just Classic, Kara.
What does this accomplish? Different cards can see the light of day instead of what we always see in the same stale meta of current formats.
If you wanna be crazy no classic set just basic + expansions (I don't advise).
I know It would keep making me coming back every week, but as it stands now, I am very bored and just do dailys until meta change.
