I really need help on this. Blizzard support can't do anything about it. They are literally clueless.
I've been having this "Shop Closed" for a while now. It's a problem on my PC and I'm pretty sure it is because I stopped some services or MS defaults. At this point it's impossible to find the culprit since I probably did hundreds of changes.
I vaguely remember someone somewhere talking about this and pointing out to a service to fix the problem, but I can't find it anymore.
This shop has been closed for a year for me now. It's really annoying to install an Android emulator just to spend gold.
Thank you thank you thank you. You saved me from a big problem, friend.
The last post in that link mentioned lsass.exe and it needed to be unblocked in the firewall. I use a proactive firewall so it blocks everything except the things I specifically allow. Allowing the file and restarting solved the problem.
Thanks again.

Have you tried to create a new user profile in windows and there run hearthstone ?
Check logs if there is something usefull:
C:\Program Files (x86)\Hearthstone\Logs
C:\Users\ProfileName\AppData\Local\Blizzard\Hearthstone\Logs
