Correct, hero power will only generate totems you don't have and once all 4 are on board you can't use it. This is why you'll never see two spell, two taunts, etc. So if you have all 3, you have 100% to generate the 4th.
The exception to this is Justicar, whom skirts both rules, you can technically have 8 spell power totems.

A few days ago i was laughing above a Shamen who got a healtotem (T2) into a Tuskarr Totemic with healtotem (T3) and another healtotem (from heropower) on turn 4 where he just needed spelltotem for his spiritclaws.

Yes, it is. Whenever I need the spell power totem, i get the other one. Whenever my opponent needs it, he gets it.
