Hard to evaluate, can be good in a deck around it, or can be bad, but if something is sure, this card sucks at late game, 1 or 2 death cards in your hand is not good. We will have to see how this fit with some testing.
The value is definitely there. It's like playing 10 Wild Growths that give you active mana crystals (not empty). So this card is practically free since it gives you the mana crystals back. So if you lose like 5 cards you got some good value. I just don't know how to come back from that.
I just thought of something... say you play this at 4 mana. That would put you at 14, which obviously you cannot have. So would you get 4 Excess Mana card draws?

No reason to run ramp cards when you have an instant Ramp Card. Even with having one as a useless card the turn 2 innervate effect is so powerful that it's worth running a useless copy. It's just incredibly broken as a card. Ancient of Lore, and Avianna / Emperor just make this more broken. Hell run a Nourish in your deck to fill your hand up after using it.
Oh my god, terrifying though. ONLY having huge minions (and card draw) in your deck, and praying you get this+ innervates early on, making it so you can't draw badly, like, "Oh no, I'm playing turn 3 Gruul instead of ysera!" It's very all in but it might see some play, even just for the crazy occasions it works.

I was just responding to the people who asked if this card gave Excess Mana. As to the viability of this card, I think it will either be OP or trash. Decks will definitely be built around it, but I'm not sure how good they will be in practice.

How to play this card:
Put all 7-drops or above into the deck + 2 Innervates + Astral Communion;
Mulligan for Innervate and Astral Communion;
Concede if you are not able to have 10 mana on turn 2;
Play the game if you get 10 mana on turn 2.
