Wonder if Pirate decks will become a thing or if it'll just be another gimick card which doesn't change much.
I highly doubt that. It seems like Blizzard had an idea that Pirates would be the archetype for Rogues (due to One-eyed Cheat), but the archetype has a few major flaws inherently. Pirate decks could be a deck if there are more pirates than Kragg, but we shall see. I sincerely doubt it.

There are a lot of low cost pirates though, so this could be a good way to throw an extra big pirate that also has charge. It's not top tier by any means, but it could be pretty nice.
Needs more pirate synergy, obviously, but the card is already ok with 2 pirates on the board. If there are a couple more nice pirates we might see some warrrior decks.
Pretty shitty with the current set of cards. Pirates die too easily with high attack + low health stat distributions, and they aren't very spammable because they don't have deathrattles or multiplying effects. We need something like a Pirate version of Unleash the Hounds or Muster for Battle to make this viable. Hell even something like Imp Master or Murloc Tidehunter could suffice. I'm willing to bet Blizzard did indeed make one of those cards and hasn't released it yet?
Pirates are still not viable if they don't announce more minions of that type.But if they indeed release some more pirate cards this Skycappin dude will be a monster.

Here's the thing though. Pirates are all about tempo. They don't have to be just used in aggro style. If perhaps Blizz adds some tougher pirates or stickier ones (maybe with Deathrattles?), you could get a good midrange deck going. This would be an excellent addition to it. If they just keep pirates squishy then yes this would be pretty useless.
I really don't like that they are adding Legendary cards that aren't from any of the Warcraft lore ( Books, Comics, Games..), and are made up only for this epxpansion.
Card itself is really cool and balanced, if Pirates become a thing, it will see a lot of play. A slightly weaker and conditional Doomguard, but without huge drawback that doomguard has.

If you ignore charge, it's worth 4.5 mana. If you value charge at .5 mana, you only need 2 pirates to get a decent value out of him. Anything past that is icing on the cake.
Blizzard values charge as a doubling of the ATK value, so inherently a 4/6 charge is valued like an 8/6 creature -- or at 6.5 mana. So the cost reduction is practically already 'icing on the cake.' :)

I looked at this card originally and I thought, you know, it's a card, and you play this card. The card will be that card that you play so you're playing a card. So, it is one thing to play a card. If you're opponent doesn't really have any cards, the card will screw up the card pretty hard, and that means it's a pretty good card.

unless we see a bunch of very playable pirates, its just for casual decks
