I don't see what kind of mage deck wants to use this. A tempo mage deck which would benefit from shutting down a minion doesn't really want to be hero powering, and a control mage or freeze mage doesn't want to play this minion which is easily removed just to freeze one thing?
Reminds me a lot of Fallen Hero, which doesn't set a good precedent since that had much better stats and didn't see much if any play. Granted Freeze is a much more powerful effect, and this does have some Elemental synergy for whatever that's worth. The stats a just so bad though.
It's card text is also pretty useful later in the game where you often have a spare 2 mana to ping. Might be good redundancy as a 1 of, if you don't have Pyros maybe a 2 of.
It's no game changer, but it's pretty decent, but it does seem to pale a bit in comparison to Fallen Hero, which doesn't lose stat points for the effect.

it makes shatter more viable, if nothing else.
This card is very good for arena players, could block a potential lethal freezing a minion or the opponent.

Man, not much of a reason for this not to be at least 2/3, it's not like Fallen Hero had any impact.

Hard to judge this card.
It's a 2 mana 1/3 elemental.
On one side it's just a little behind vanillia statline, might be usable. So meh maybe useable if you like the following:
it's a 2 mana elemental, as a mage your other options being Shimmering Tempest and Pyros and Volatile Elemental, you might not need it.

well,have elemental tag make this card better Fallen Hero a bit but if you want freeze something why not use Glacial Shard
