Player's playing style should match with the build of the deck for succesful outcome. Every deck is not perfect for everyone unfortunately.

Let's say we buff... Betrayal. Nobody plays Betrayal right now, right? So what happens? People test out Betrayal in their Rogue decks, and either it makes the cut, or it doesn't. That's pretty boring.
Let's buff a different card, one for a class not in the meta much right now. I haven't seen a lot of Priest, what happens if we give them a buff? Well, now people try out Priest for a bit, and either it changes the meta up, or it still isn't strong enough to be Tier 1-2. Not much change, and either way the average powerlevel of the game has increased, which isn't good.
Now what happens when we nerf a card? Let's say we nerf Waggle Pick, since that seems to be one of Rogue's strong cards right now. Now we have a lot more interesting developments. First, we need to see how much of a hit this is to Rogue. If Waggle Pick is hit hard enough, what card do you replace it with? Do you need to change up your strategy completely? Then we need to see what Tier 2-3 decks can take advantage of this new drop in Rogue's powerlevel - maybe Zoolock becomes much better now? Or Midrange Hunter? What about Warrior decks, how does this affect them?
In general, nerfing cards creates far more opportunities for change than buffing cards does. Buffing a card means you try out that card; nerfing a card means trying out a bunch of cards to see if they're better than it now.

@OP: That's just dodging the problem, which is quite clearly Barnes. Just because Barnes is a stupid, broken card doesn't mean other cards like Ragnaros the Firelord should suffer...
Paladin is the major buff class so that would just make ragnaros better in paladin decks. Conversely pal always has attack nerfs to make rag only do 1 damage. Super silly change to an already strong card that was HoF for very good reason. (only to be reinserted into mage. Awesome dev team)

I always wondered this question myself, fairly simple question I hope.
EG: Rag from Barnes only does 1 damage
A 12/12 Rag that is buffed deal 12 random damage to a target.
Or would this destroy the card's usefulness and identity?

Given the picture and the flavor text I always expected it to be a whirlwind type effect.
Similar in visuals to one of Dr. Boom, Mad Genius hero power KABOOM! however it just blows all minions up.

Throw in the old Howlfiend Treachery combo and if your feeling very spicy (or want memes) a Void Contract
Just watch the slower decks cringe in pain.

Its already been confirmed by play-testers that this is the case.

Rain of Toads Overloads for 3, this Hagatha costs 7 and its turn 10, so it is playable.

I really think Treant druid could of been something good had this card read.
Destroy all Treants you control summon a 5/5 Ancient for each Treant destoryed this way.
That way Mulchmuncher would work with this card as a big threat rather then the current iteration of this card being directly bad for Mulchmuncher

I think Your math is off its more damage then that.
0 Prophet Velen = 5 damage Mind Blast
1 Resurrected Prophet Velen = 10 damage Mind Blast
1 Resurrected Prophet Velen + 1 Seance Prophet Velen = 20 damage Mind Blast
1 Resurrected Prophet Velen + 2 Seance Prophet Velen = 40 damage Mind Blast

This is them balancing it, the decks built around this combo are not gone, its just now you are required to run Innervate to pull the combo off and you actually have to work around the fact you can't draw both with Juicy Psychmelon
If they wanted to remove the decks revolving around this combo they would change Aviana to do something else (EG: your minions cost 3 less) a full removal of the combo would be like the Warsong Commander nerf a few years back.
