It's time to bring back Design Duels. For those who have not seen any of the previous threads, these Design Duels are always a 1v1 design competition between two anonymous players. The two competitors don't even know each other. For those who like to compete in one of these, simply send me a PM and I will set you up for a match. Lately I have been trying to do 2 duels at the same time, one New Comer Design Duel (for those who have not done a design duel before) and a Veteran Design Duel. Anyone entering duels for the first time is automatically a New Comer, but once you've completed your first New Comer match you're bumped into veteran status. If you are interested in joining a duel, just send me a PM and I will add you to the queue. Now for New Comer Design Duel #9:
An understated Foe Reaper 4000 with Charge doesn't seem fitting for Hunter, it's a late game control card and as face damage they already have King Krush and it doesn't see any play. Hunter can go as midrange at best but this kind of control cards aren't for it.
The other one seems a bit OP. Infested Wolf is a 3/3 than summon x2 1/1 for the same mana cost, this is like an insane power creep. It's even way better than Piloted Shredder and that card is way too OP for today standards.
I agree with Darge for the most part. I voted for Haratha despite it being far too powerful because it provides the control that King Mosh is looking for. If Haratha were adjusted a bit, slapping it down on round 4 at the very least forces hard removal or a silence, and at the very best, you get an extremely sticky minion. Only thing I'd change is dropping the HP for the first and second forms to 2 and 1, respectively.
I'm going to go with King Mosh. I just have a particular distaste for (A) deathrattle effects that spawn more deathrattle effects and (B) cards that spawn other cards complex enough that they can't be described in the first card's text. Plus, I know Hunters are generally bent towards early-game aggro, but Warriors are similarly generally bent towards late-game control and we've seen that that can turn around with the right cards, so I'm generally up for Hunter cards that can help push late-game control into increased viability.
I'm going to have to give this to KIng Mosh personally. I think Haratha would be fine if it didn't have the second deathrattle, and would likely see limited play in conjunction with Princess Huhuran. However, can you imagine hitting this with Princess or Moat Lurker and just filling the board with sticky minions. In wild this would be compounded by the existence of Baron Rivendare and Feign Death. Maybe even if it had a secondary deathrattle summoning a 2/1 it would be ok, but getting what is essentially another 4 mana minion as a second deathrattle is painfully OP. For example, getting Misha would make this a 4 mana 11/11 with partial Taunt.
As for King Mosh, there isn't anything standout about it, I dislike the use of game screenshots for art. It's basically an understatted Foe Reaper 4000 with charge, which actually makes it better. However, it's still somewhat unoriginal.
A double death rattle minion seems like a good fit for a hunter legendary, but I think both the balance and concept could be a lot better. Wolves? More Wolves? I googled Haratha and read up on the lore, but it seems like a kind of unexciting footnote of Rexxar's story. I think this could have been a much more expensive big minion, that dropped into a midrange minion and then a tiny one.
King Mosh feels pretty unoriginal, and like other have said a second Foereaper isn't too exciting. I don't think we need a second T-rex legendary either. Hunter could really do with some more AOE though, so I think that was a good choice.
I'm voting for Haratha. Kind of surprised we haven't seen a double deathrattle legendary yet.
I am not a huge fan of either of these, though it does obviously appear on person tried a lot harder than the other.
Haratha the Wolf is the sort of card I would hate to play against. Its got deathrattle into deathrattle. It has high synergy with many current and old hunter strategies. It would go in every Hunter deck and you would hate it every time you saw it, even if you had a silence for it. The total stats and stickiness of this is gross. Also, while the art on the first card is cool, its clearly a Werewolf, and not a Wolf, which is odd. I think the middle step of this could have been left off entirely and the card would still be fine, would still fit well into lore, and be great.
King Mosh is interesting, in so much that King Krush is the Classic hunter legendary, and this is another classic Devilsaur many people tamed to use as their pet. That being said, its super lame to use an ingame image when you can find at least 3-4 decent Devilsaur art with one google search. Also, design isn't overly inspired. Many people have already drawn the line to Foe Reaper 4000, and we have only seen this mechanic move into Warrior, so it may not be something Blizzard wants to move into Hunter, which already has a number of established mechanics. I do think the card could help a control style Hunter, but its still a weird slow value AoE style effect.
In the end King Mosh got my vote simply because I liked the approach more. Yes, its taking known quantities, yes the art was lame, but it also wasn't clearly 100% playable in every deck because of its raw absurd power. In this instance, less was more.
Sadly I will be late tonight with the declaration of the winner. I traded shifts with a friend, so I'm working start (start in 30). Just wanted to let everyone know. Make sure you get your votes and comments in now before the match is finished.

King mosh. The other one is absurdly overpowered and would lead to too much qqing on forums.

To crush your enemies, to see them driven before you, and to hear the lamentations of the women.
