Barnes -> Y'shaarj -> Y'shaarj is effectively 14/15 worth of stats on turn 4. We've been seeing this happen in a multitude of decks including newer spell hunters and big priest.
Now, I know its a bit late to nerf Barnes because he's rotating out. However, as we've seen, Blizzard doesn't care how long the card goes untouched for. They just recently nerfed Patches even though he's rotating out in about a month. So why is Barnes still untouched?
My suggestion is to simply change Barnes' effect to: "Summon a 1/1 copy of a random minion in your deck that costs (5) or less." It's that simple. Barnes can still be played in deathrattle decks, but he can't pull out insane cards such as Y'shaarj, Obsidian Statue, Lich King, Ragnaros, etc.

Nice idea but with that limitation I think the stats can be 4/4.
The suggested nerf doesn't offset the fact he needs a deck built around him but does majorly hamper the rewards gained in building or copying a deck with him in it.
As a minion, Barnes himself is fine. His power play comes with the effect of the minion he recruits, which is taken into account during deck construction. It's a balance isn't it between the power he brings for drawing him early vs the odds of NOT getting him early enough / having his target in your hand as a dead-card. He's fine as he is. Even if this nerf was introduced, the second someone finds a combination that abuses the 5-mana cost limitation, we'll be in the same boat.

You can still steal, kill, silence, freeze etc., or ignore what he summons

this. I don't consider Barnes a DOMINATE card that is the main factor for certain decks. He is a card that is meta but not oppressive.
As for the opinions on Barnes in Wild, if I'm not mistaken, never has there been a nerf on a card in Wild (when it's located in Wild).
He's definitely a strong card that is easy to abuse via proper deck construction. I don't know that I agree he needs a nerf but it certainly is something that should be looked as a problem for "design space" in priest, especially. The resurrect ability is just out of control for priest and an on-curve Barnes is usually a death sentence. In wild it is so much worse....
This I can agree with. I feel as the only 2 nerfs I would approve are as followed:
Barnes is not the problem, is just one of the issue of an awfull mechanic: cheating out minions from the deck or the hand or out of nowhere. Spiteful Summoner, Possessed Lackey, Skull of the Man'ari and Call to Arms just make possible to put on the board big minions without their drawback (looking at you Doomguard) or long before their due time (like Voidlord) or fill the board istantly.
Barnes is not necessarily overpowered, but he's just NOT fun to play against.... because you lose based on whether or not your opponent draws him early, and there's usually nothing you can do to change that outcome. It's like your actions didn't even matter. From that viewpoint I'd gladly welcome a Barnes nerf even if he is about to rotate.

Barnes is certainly very powerful in some decks. I find it moreso in priest builds.
Your idea is a good one though I wonder how often developers actually listen to propositions.

Barnes is perfectly balanced. The fact that the game relies on RNG is another thing, you can't mix it up.
