Would you play a 3 Mana 1/2 minion that did 2 damage? Probably Not.
This is just a filler card to fuel Elemental Syngeries later... so Mage will need to have a Big Value elemental card to justify banking a 1 mana elemental charge (which is how i see this card)
I personally think this is really good. Control Mage would run 4 Frostbolt for early removal if they could, and a lot of times you just need 2 damage to kill a small minion instead of 3. Then you get the 1 mana 1/2 on top for a little additional value.
The Mage quest will also likely revolve around Elementals, so this, Water Elemental, and Pyros start to form a good skeleton.

I think the best comparasion is Disciple of C'Thun on it's own, disciple is better, but, this card can use spellpower effect (Bloodmage Thalnos or Cult Sorcerer) or be discounted by Sorcerer's Apprentice, yeah Disciple can use Brann, but this is rotating out. Both bring synergy to the deck as well. But also this can be played on turn 2, to deal with 2/2's 2/1's 3/2's slightly faster than disciple. Overall i liked the card.

What's funny is this is exact kind of card Rogues would get except it would say:
Deal 2 damage. Combo: Add a 1/2 Elemental to your hand.
God forbid rogues get a card that does 2 things without using a damn combo.
With this card and the mage legendary, the mage quest just might have something to do with playing a lot of cards

Most likely only for Elemental decks, like Mage's version of Jade Shuriken
This isn't going to make me miss Forgotten Torch any less, but it's an interesting little card.
And how many times have you Frostbolted a 3/2 on turn 2?
2 dmg + 1/2 seems not that bad
