When the devs anounced that the no duplication changes they also added that you could dissenchant a card you didn't want and not see it again while opening packs untill you've opened all other cards of that rarity.
I took this to mean that so long as you don't have all cards of a rarity from a set you are guarenteed to get one you don't own. However, after dissenchanting 2x Crimson Sigil Runner and Scavenger's Ingenuity I didn't receive all four copies back again with random rare in my next pack, but instead 4 random commons I already owned.
Is this
normal behaviour? that once all cards are marked as collected, "untill you've opened all other cards of that rarity" means that card choice becomes random (same as pre-change hs)
does this also mean that if I am missing 1 legendary from the classic set that I have previously dissenchanted (say Gruul) that I will never be guarenteed that card as my pack legendary?
special nerf period behaviour? that full refundable cards are temporarily exempt from being guarenteed drops untill their dust cost returns to normal after which time they will appear in the first pack I buy, despite being previously marked as "collected"

As the others have pointed out, the system remembers which cards you've opened, not which cards you've chosen to dust. You won't get the dusted cards until you collect every other card of the relevant rarity - then, you'll randomly get the dusted cards in future packs. The relevant text from the announcement is -
"If you get a card that you don’t want, you can disenchant it and you will not receive it again until you have all cards of that rarity from that set."
I don't understand how don't you profit from it? If you have a regular Leeroy and craft golden one, you will get 3200 dust once they go HoF (so far zero profit) and when you dust the golden one afterwards, you get 1600 dust, no?
If you had only regular Leeroy, you would get 1600 dust free If you had both versions (crafted the golden one) you would get 3200 dust free not 4800 as you only get dust for 1 copy of the card
Essentially if you do nothing you spend 0 and get 1600, if you craft golden then dissenchant golden you spend 3200 and get 3200+1600 (total 1600)

If the stats from the minion version carry over to the weapon version does that mean that other buffs/key words do?
could you give the minion "also damages adjacent minions" and have that on the weapon too? likewise for poisonous and lifesteal?

Noticed this line the recent patch but despite some testing I can't find any difference pre and post patch
I was expecting it to replace Bring on Recruits with The Silver Hand (as it didn't before) but there is no change. Testing with From Golden Light I also noticed nothing
Anyone know any more than me?

Are you aware that cards that "shuffle" cards into your deck shuffle it completely, undoing any ordering by Lorekeeper Polkelt?
Is it possible that you played a card that shuffles Soul Fragments into your deck such as Marrowslicer, Spirit Jailer, Soul Shear or Luckysoul Hoarder?
