It is generally bad practice to include a card just for the sake of one single deck on ladder. I do admit that Highlander Hunter is annoying to deal with, but against all other decks, it's a dead card. If you run into nothing but Hunter, it's worth consideration. If not, don't include it and find other ways to play around secrets.

Currently playing Dragon Galakrond Priest, Dragon Galakrond Warrior and Highlander Dragon Hunter.
I run this in my Highlander Quest Shaman deck. It's good against Mage when they pull the new secret. It's good against Hunter no matter when you play it. And when you play Shudderwock, its good again.
And yes, it counts as a battlecry even if you dont destroy a secret, so worse case it helps complete the quest for me.
And with other classes being able to generate secrets from discover effects, I think its worth a slot especially if you do face alot of Hunter decks, which as we know, is happening alot on ladder right now.
Chief is a great tech has a decent Stateline and is good in a meta with secrets. The problem you'll find with this card is it's slow and ackward to play often given its cost.
Chief isn't a card, imo, you slam to remove secrets, it's a card you play when you have lethal and secrets are in your way. Or you already have tempo and don't want to lose it to push damage. It's not a card you play on an empty board just because the enemy has secrets, especially with Zuljin being a thing. If you tech it and see hunter save it for after ZJ unless of course you have the aforementioned lethal.
Before nerfs I was playing Chef Inspector in control warrior because Hunter and Mage would play secrets. Against Hunter I found it really useful after they would play Zul'jin. Against Mage I would play it right away since they didn't main deck secrets.
I was expecting a Hunter variant to be really popular, but to my surprise Druid and Shaman got the biggest boost from the nerfs. Making Chef Inspector less appealing. I don't recommend in this meta, but its certainly a great tech.
I run it in my quest Shaman deck. It helps with completing the quest and has decent stats. It is useful versus Hunter and Mage, especially when Mage has counterspell. I find it better than SI:7 Infiltrator as an anti secret tech card.
With Shaman it works well even when not facing Hunter. I can use a lackey to give it taunt or rush or turn it into a higher cost minion without losing much by playing it. It could become a 6/6 with rush, 4/10 with taunt, or a 7 cost minion with just 8 mana. If I have multiple lackeys, then it can be buffed even more.

Is it worth to include this card in your deck vs a hunter meta? In the worst case it is a 5 mana 4/6 but I do not see anybody running it. Is it bad?

Eater of Secrets is the best anti-secrets card. Go for that.
