I've been waiting to address this topic regarding Saviors since we saw some of the Legendary cards revealed during the first bits of reveal season. Most of the Legendaries, with the bulk of it being the Class Legendary minions, are pretty damn boring as well as dissapointing. Not exactly gameplay-wise as we can't play them yet of course, but "lore" wise and personality-wise, I guess?
Team 5 executed this pretty damn good in previous expansions, and especially in RoS with all the Villains vs Defenders thing set up with good foundation and plenty of flavorful characters with both Hearhtstone originals and cool WoW characters on the spotlight. But in SoU, they screwed up on this part. I think they failed to deliver with the hype on both Saviors and the League of EVIL.
For Villains, I recall that Team 5 said that EVIL would be growing in power with each expansion and new villains would be added when they announced Shadows, but all we got for team villain in SoU was no-name WoW NPC's and they didn't even got their special Lackeys. We just got one Lackey. Savior's EVIL legendaries also don't have this cohesion between legendaries that Blizzard maintained for several expansions (Boomsday scientists, Rastakhan teams, Shadows Dalaran vs EVIL) and are scattered all over the place. We have the random NPC's as I mentioned before, the other two are Dalaran Heist playable characters (Dark Pharaoh Tekahn and Vessina). Why not make all of them either NPC's or Heist chars, at least it makes more sense and feels less like "We're out of ideas, put Vessina in there boys" moment. To sum this portion up, I would expect at least one or two solid Villain characters would be added to EVIL, but we only got sidekicks, sadly.
Bringing the League of Explorer's back was an amazing idea but at the end of the day it did not live up the hype imo. As much as I like Highlander as a mechanic, giving Reno's special flavor to all Saviors was a mistake and made it less special. I don't really know the community opinion on this but I think they could've handled this differently or had better concepts for Saviors rather than renofying all of them.
TLDR; EVIL Legendaries in SoU are random guys and not cool villains. Savior's highlander mechanic is kinda lazy and should've kept exclusively for Reno and not all of them.

I started reading your post expecting not to agree, myself liking the flavour, but you have some good points. The villain flavour is missing, which I didn't really realize until now. There is no narrative to them like the Boomsday scientists or the RoS villains did. They're just there. But maybe it would have been too much to flesh out a narrative for both villains and heroes in one expansion.
I don't agree with the heroes. I love their re-entry, and love how they are coming back with the highlander flavour. It really sets them apart, as opposed to reskinned cards that just happen to have the same name as the LoE heroes. They took the old deckbuilding flavour of highlander decks that most of us loved and reintroduced them to standard for a newer generation of players, while also making sure they make the payoff uniquely different than the old ones. And the way these heroes provide the payoff for the deckbuilding restriction itself also has flavour. My main complaint would be that Reno feels underpowered, and that Elize fits into a niche type of deck rather than any highlander value deck. But not all the villains for RoS ended being played either.
Well the last expansion had his spotlight on the villains (and a Dalmatian theme) and their respective heroes. This time it’s about the heroes (and the Uldum) theme. I guess the third expansion concludes the story.

So for the part of the expansion ideas, the mechanics like reborn aren't that exciting, but I imagine they don't wanna run out of their ideas, as they might prepare for the best expansion around final part of the story between EVIL villains and heroes, or whatever it was all about.
As for people saying legendaries are terrible, the qualities of them are at least not bad compared to recent garbage and unplayable legendaries from many expansion. If the F2P got the worst one from the new expansion, it will still be playable, except Octosari, and that's it.
Other than F2P, the Hearthstone team does start to care more about many class cards than before, a lot of those new cards in power level are between "Broken" and "Fair card", they are that GOOD. I assure you they will get better on every of new cards release.

There are atleast more number of playable legendary cards than many expansion. Those you mention are not that strong or meta-defining, but they still playable at best once F2P player got the card. What I'm saying was an example of new player scenario, not for all kind of players.

My take from this is that they would release multiple Lackeys, as they didn't say a single Lackey each expansion, and there would be a connected/affiliated new villain of some sort with them. It all comes down to how you interpret that quote tho, so I will cut you some slack as the things Team 5 said are kinda vague.

The story will in solo adventure and Tavern Brawls, not in expac cards. I think Amet and Anka probably decided to help EVIL or something like that.

Vessina is Shaman henchman in Dalaran Heist, like Tekahn, she is working for EVIL. Kirizi (Priest) and Chu (Warrior) are also there, Kirizi on Priest spell Penance and Chu on Warrior spell Into the Fray. They didn't get legendary cards because Arakkoa and Pandaren doesn't fit Uldum's desert theme. We will probably get them as legendary in next expansion.

I'm pretty cool with everything you said but Armagedillo is in fact a rare NPC. Not trying to argue right now, just a small correction.
I still think that legendary flavor is kinda dull and doesn't have the extra dedication and a complete roadmap compared to previous expansions. But I think your assumption on Mr. Chu and Kriziki makes sense and would fix some of the issues with this expansions legendaries tbh. Looking forward to this expansion and the next and seeing how they'll wrap things up.

I think that's mostly because this expansion was to introduce the forces of good that will oppose the League of evil, so villains weren't the main focus, they did make the explorers with a lot of care and gave them some character development, like Reno is all about having fun and mowing down enemies which points to Reno's self-indulgent nature-he likes money (LoE) and fun(SoU), while Elise is more about duty and responsibilities.
