If you have carpet zoo and/or controllock related cards craft Arch-Villain Rafaam
All are worth crafting just set your priorities. If you say "I can craft other cards to build a deck for these legendaries" craft which you like to play most. If you like mage craft Khadgar if you like rogue craft Heistbaron Togwaggle and if you like warlock craft Arch-Villain Rafaam.
Memedeck-seeker. Always tries to build new decks. Hates tournements, streamers, netdecks and poor-o players. ah, but a tournement mode could be great !!!
I don't know what your collection looks like but I wouldn't put any of these three on T1 craft list. But, if you're certain about crafting one of these three, I'd probably go Togwaggle or Khadgar. Rafaam doesn't really do much for Zoo IMO (if you feel pressured to play Rafaam, you probably already lost and he's not part of the win condition). Khadgar is required for Power of Creation Big Mage but Togwaggle is arguably better but isn't required for Tempo Rogue. So: 1.) Khadgar or Togwaggle depending on your preference; 3.) Rafaam
I disagree. Rafaam gives zoo the ability to instantly switch to an anti control end game and even just to drop some heavy hitters to close out any game. It’s very strong imo and I think will be useful in other Warlock archetypes as well, even control. I
Khadgar is cool but imo he isn’t essential for the new mage builds. Yes, he is great in them but you can get away with not having him. The three mana twin spell is the nuts and that alone will carry you some games.
Togg is cool but he isn’t even in the ‘best’ tempo Rogue lists. I play him though and he is good but probably the least important of the three options.
I would go with Rafaam. It’s the most flexible and can also create some crazy highlight moments as well. Right now it gives zoo the gas that most other Aggro decks lack and will win you many games. If you’ve played zoo on the past you know you hit that point in the game where the game slips away from you: it’s turn nine, your opponent is clawing his way back into the game and you draw a one drop. Ugh. Without rafaam this doesn’t happen as often. Transforming small minions into big and serious threats late game is huge and is one of the reasons that zoo is one of the strongest decks at the moment.
Edit Having Rafaam also means that you don’t need any mid game minions and can focus almost entirely on the early game which is incredibly hard to beat. And Arafat and Sea Giants are just the finishers.

I agree as well mate. If the guy wants to play Zoo (or any warlock deck right now really, other than imp zoo) then rafaam is invaluable. it gives zoo access to part of the game it has never really had before.
Definitely my top craft for legendaries this expac so far (I crafted rafaam, stelladris, tog and nomi though.... I crafted tog and nomi on day one as I like fun rogue decks, so I knew I'd enjoy them, no matter what)
No regrets at all though. they have all been awesome in their own way. rafaam and stelly are definitely the most useful of the 4 though.
I wasn't sure about Stelly at first till I got the main reason to have him, to fill up your hand for wisp pulls, and then secondary for value.
I guess Nomi was the least useful of all, but I still love the card and I have actually won games with it.
Regarding Khadgar, take the the Khadgar Dragon Mage with the current highest win rate@HSR as an example. When sorted by "Played WR" you'll notice that Khadgar has the most impact on the decks WR when played, even higher than Conjurer's Calling or Mountain Giant.
Doing the same with Zoolock reveals that Rafaam is usually the card with the lowest "Played WR", but one of, if not the most impactful card(s) when drawn or even when it ends up in your opening hand (!) - no surprise, since its effect has a great variance and warps the entire playstyle.
Finally, Heistbaron... well, the stats speak for themselves. Make your choice :)
Heistbaron Togwaggle for sure worth the craft. I had wonderful games with him. I play tempo rogue/ infinite baron .
with togs scheme? knew that was better than people thought. I was using it in my thief rogue to copy greenskin or hench burger for weapon food. I seen someone doing it with hooktusk as well as each hooktusk draws more hooktusks. cool interaction.

sorry dude, that's not even close to highest. it has 56.00%. carpet lock has almost 70.00%.
it's the deck that is really cleaning up right now as it dominates token druid and a bunch of other decks that are popular.
I have no doubt that the khadgar deck is good as well though, and it probably shines a lot more at legend where there are fewer aggro decks.
Not having a go or anything, just the stats say something completely different.

Excuse me, but you should read more carefully before you reply. I was referring to the one Khadgar Dragon Mage with the highest WR of that specific archetype. Nowhere did I claim it's the best deck overall.

depends what you want to play. don't just craft a legendary without any plan for it.
I would however say that carpet zoo is really good, so rafaam is not a bad craft at all. only craft if you can actually build the deck though.
It's more about "what deck do you want to play"?
Khadgar dragon mage, zoolock or tempo rogue?
depends which other cards you have I guess.

I agree as well mate. If the guy wants to play Zoo (or any warlock deck right now really, other than imp zoo) then rafaam is invaluable. it gives zoo access to part of the game it has never really had before.
Definitely my top craft for legendaries this expac so far (I crafted rafaam, stelladris, tog and nomi though.... I crafted tog and nomi on day one as I like fun rogue decks, so I knew I'd enjoy them, no matter what)
