Why shouldn't you? Only save it a lil bit if you are going to play arena. And be sure to have some on save after the single player content comes after a month but you can get 700 gold in month easily.
As for dusting, only dust if you know you will not play wild mode ever again.

1. Yes, do so. That'll get you a good start on the commons/rares of the set. Also feel free to spend the gold you get for the next month on the set as well. Try to see if you can open about 50 packs (including the gold you collect now, the free packs, and gold you get for the month after release) then open enough packs to get your next legendary. After that, open enough to get your next epic. After that STOP buying packs.
If it's a month after the release and you haven't finished that, stop anyway and start saving for next expansion.
2. Don't iMMEDIATELY dust them, but consider them dustable. Think of it like a bank with stored dust waiting for when you need it, and ONLY dust what you absolutely need at the time.
When the expansion hits, do NOT *******DO NOT******* craft anything for at least a week. Ignore the hype. Ignore the rage. Ignore the temptation. Just DON'T. You *DO NOT* want to craft something you'll regret as it'll be your dust that determines whether you have decks you want to play with for the rest of the season. So WAIT
After that, try to make decks that don't require a ton of dust. if you find one, feel free to dust wild cards as necessary just for those cards. But try to avoid spending dust when you can.

I'd personally wait until the solo content launches to see what's about (that's what I'll be doing).
I'd follow this advice. The new solo content can be bought with either $20 or 2800 gold, and the rewards of the solo content might be more valuable for someone with a limited collection than 28 random packs. Until we know what cards will be rewarded by the chapters from the solo content, I'd hold off on spending all my dust, unless you're planning to buy the solo content with real money.
edit: regarding the dusting, I wouldn't dust all the rotating cards. I'm personally considering dusting everything that rotates (or everything in general) from one class which I really don't like to play, but I would never dust everything that has rotated. Perhaps you'll like Wild in future, or otherwise there will be Tavern Brawls in which it'll be useful to have some old cards left.

However, there's aboslutely no point in dusting a card just to let the dust sit for later. A legendary will still give you 400 dust next year that it did today. Thus every card is basicaly stored dust.
The point: you can consider your wild collection an option to dust, but don't actualy DUST it until the very last moment. Instead TRY to form decks with the cards you have, then look for decks that don't require a ton of dust to craft. THEN, when you're 100% sure you MUST craft this deck and found the BARE MINIMUM amount of crafting you NEED to make it a success, THEN go dust something, and start with the duplicates/goldens, then move to the BAD cards, then move to the cards you don't plan to use.
Don't auto dust. Just dust as absolutely needed. Then you'll find you MAY not quite need THAT particular deck that needs 3 legendaries crafted to work, if you can be happy with this other deck that only needs 1.
The rest of the cards stay in your collection as 'bank' for IF you need dust later. Or if you find you want to play with them later.
Better then dusting a mass of cards you don't need just to make more cards that, in a month, you won't need.

Most regret it and many since quit the the game, though they would never admit it, the iescapable feeling of futility of dusting cards you once worked hard for, will grind anyone down.
