Hearthstone focuses on nerfing cards to create balance, but I would like to see buffs to some cards that don't see play. I think they should concentrate in particular on Legendaries - it sucks to open up a Legendary that you know you will never use.
Blizzard will never buff cards, period. It's normal for a card game to have stronger and weaker cards, and it's much simpler to tone down the problematic cards than it is to buff every weak card to make them competitive.
Dont forget that bad cards can and do actually make other cards balanced, since they dilute the pool of options for discover and random effects. I know it's not the best "use" of them, but they serve a purpose, even if noone rly plays them in a deck ;-) Damn, thinking about it, thats actually a PR gold, i better get paid for this when they use it next time someone asks why there r bad cards in the game lel :P

He's broken with Twilight's Call honestly and the death knights can be very valuable in the late game.
But no, they will probably never buff cards simply because too many cards would still be broken since they wouldn't be nerfed, or the meat would be thrown off balance if they were nerfed.
I've seen both Nat Pagle and Arfus played in ranked games between legend and rank 4 this season, so there are people playing them. I can't tell you why those players were playing them, but I have seen them played this month.

I do appreciate that aspect. I just think as a design, they should avoid it with Legendaries. I'm not saying that every Legendary needs to be a top-shelf card, but when they are a bad card - like Nat Pagle, I think that's bad design. I appreciate niche cards that seem bad on their face, but can find a home in decks that use them in unique ways. Since Legendaries are already limited to 1 copy per deck, I feel like they are already restricted enough to prevent them being used in that way.

Arfus sees some play, even though he was never really good. Nat Pagle was nerfed wisely as he was played in every slower deck, and games were won and lost if he "got one" or not as card advantage and value was so important back then.
The closest would be they have been to buffing a legendary iirc was updating the beast pool of Deathstalker Rexxar with new expansions, but that was just making the card what it should have been. Other cards get new synergies which make them good (King Togwaggle+Azalina Soulthief.)
All card are not created equal. Sometimes blizzard wants to really push an archetype and prints great card for that. Other times they want to plant seed so people try out new things but don't want it running all over the meta.
I would wager that's the reason why Freeze Shaman never took off, playing against freeze decks is unfun enough. Add to that your opponent stealing your cards and the experience is horrible.
If they ever buff something, which probably won't happen, but if they do, it will most likely be a minor change to one or maybe two cards that they expected to see more play or experimentation.
Ben Brode or another developer said they thought the Valeera Death Knight would have been far more impactful than it has been, so if they were in a mood to buff a card, that could be on the list.

I can see that. Her ability of duplicating cards is certainly a unique mechanic that allows for some creative combos. The 9 cost is high, but I always thought that without any tutoring to guarantee getting her out sooner, it really limited what you could build around her. Compare this to most other DKs where they can have an impact on the game even if they are the last card you draw.
I ran Nat Pagle, Millhouse Manastorm, and Lorewalker Cho in even pali before Call to Arms nerf. Lowered my win rate but the increase in "holy light"s and "that's incredible"s made it worth it.

Arfus has value in Tess Rogue, especially in Rogue v. Rogue matchups, although I think Witch's Cauldron is probably better.
