Honest question, and considering I just get downvoted when I ask it because "zomg, people can't get over their hate of Razakus Priest to answer a question" I decided to make a thread to ask instead.
The way I see it is that without Raza being able to interact with other hero powers the card loses most of use. Say that Raza was nerfed, or Anduin didn't exist, and you put Raza in a control deck. What are you accomplishing by doing this exactly? You get a free heal for a few turns (probably turns 5-8) assuming you drew him on curve, but then what? As a control player you're going to have excess mana anyway, so even without Raza you'd be able to spend that excess 2 mana on a heal anyway. The free heal becomes worthless a good 80-90% of the time in the late game.
So why do people suggest that turning Raza into a card that only interacts with basic HPs still leaves it as a desirable card?
Raza was played before Shadowreaper ever came out. 0 mana heal 2 is always powerful

Its not only healing for 0 mana he gets played, it’s a free Heropower for the rest of the game! That’s immense value if u play a longer game .He can save you somewhere between 6 to 20+ mana depending how long the game lasts.

There's speculation this is exactly what Raza will get nerfed to. He should only make your basic/start heropower 0 mana. Some suggest Raza make your hero power 1 mana. I believe the priest DK is more likely to get nerfed since it won't rotate this year.
The reason you may feel that chip healing is bad at the moment is because we're in a board control meta, healing is not as important as it was back when Pirate Warrior was the most common matchup. Also it's important to remember that Priest didn't use to be an OTK class, but a fatigue class, where the long-term value of your deck vs. your opponent's was key to victory. As insignificant as a free heal may seem in the short term, during the course of a long game it adds up.
Now would a nerfed Raza and Kazakus still be able to carry Highlander Priest in Standard? Absolutely not. I do believe that the time of the highlander decks has come to an end.

Raza was always the strongest Kabal legendary after Kazakus without a doubt. Providing (in theory) infinite value with free heropower is really good. You could fit her in slower control Highlander Priest and it wouldn't make playing fully cost 9 mana minions as an Obsidian Statue or Ysera. Or you could use it with Shadowform. Of course all these strategies are outshined by Raza+ DK Anduin synergy but having a free heropower is always good.
With the rotation both Raza the Chained and Shadowreaper Anduin will need no nerf at all. If they didn't touch anything until now it's unlikely that Team 5 will do something with only 3 month left of the actual Year.

During the reign of Standard Reno decks in MSG, Raza was i think the most valuable of the three Reno legendaries (Raza, Solia and Krul)
