No. But if you have access to the first wing then you can get the others later. Whereas if you do not, then you will not have the opportunity. To answer your question about expansions, they are good for about 2 years.
Secondly, considering how new you are I wouldn't even think about dusting cards at the moment. I'd make some all-basic decks for now and play them so that you get more classic packs and expand your collection a bit.
Here's a decklist that got me far on my Asia account:
Remembering how it was to be new, improving my decks was actually much more motivating than filling my collection with useless rares and epics. Bonemares is something you want ASAP, and DEing something like Headcrack for them is perfectly fine IMO. But be careful, there are plenty of stories about terrible DEs and crafts. DEing commons is not worth it.
So every year they add new sets (expansions) that will only be playable for a year after it releases? I really don't understand much, sorry :3
Sets last two years before they are "rotated" into Wild: the crazy, everything-goes black-hole of Hearthstone. Sets from this year, "the Year of the Mammoth", will remain in Standard until two Aprils from now. The two-year time limit for Whispers and Mean Streets is nearly up, which is why I warned against getting too involved in those. You can if you want, of course - it's your gold, and there're plenty of great cards in those sets - but you would be doing so with the understanding that those cards will drop into Wild next Spring. There's nothing wrong about that, per se, but if you then want to use those cards you would have to do so in the Wild format, where hundreds of cards you've never seen before roam free.
If you as a newer player want to maximize your time in Standard (which isn't a bad call; makes things easier), you should stick with Un'Goro and Frozen Throne...and anything newer than those, of course.

I don't know if that messes with the pity timer. When you buy 10 packs or less (per set) you get a legendary. A legendary for 1000 gold seems pretty nice to me. (WOG and MSOG for you)
Also note that there are secret quests in hearthstone that new players can achieve and get gold.
I would suggest that you follow much of the previously listed advice.
1. Buy 10 packs of each set for a guaranteed legendary card--but buy Old gods and Mean streets one at a time if you are patient enough so that you don't waste your gold. As was mentioned, these 2 sets will be rotating in April to Wild and will not provide you with as much value as the newer sets will.
2. Research what hidden quests you can do to earn gold. Some are pretty easy such as getting all classes to level 20.
3. If you want to build your collection quickly then stop buying packs after you get your first legendary card and start learning how to play and get good at arena. This will take a bit more time to do but if you can get good enough then you will find yourself with plenty of gold and dust to make your desired decks.
4. Sets stay in standard for a maximum of 2 years. In April the next year starts and MS and OG rotate out as well as Karazhan (I think). This introduces another new set and starts the 1 year timer on Ungoro, KFT, and the unnamed next expansion.
5. Play in ranked up to as high as you can each month to earn some dust and golden cards. There are floor levels every 5 (20, 15, 10, 5) that once you hit you cannot get knocked back down from. Once you plateau on ranked each month switch to either wild or casual to play. Also, do your daily quests that don't focus on your strong decks in these modes so you don't lose out on your hard earned ranks.
6. Make some good friends to do the 80g quest sharing with. You can join FB groups or post here to find someone to swap with to get completion.

It shouldn't count: if I'm not mistaken, C'Thun doesn't actually come from out of the pack; it's given to you "promotionally" with the two Beckoner of Evils. As such, it should be independent of your pity-timer.

Hearthstone goes in cycles. Sets rotate out after 2 years. When the first expansion of 2018 comes out then the expansions that are 2 years old will rotate to the wild format. These include Whispers of the Old Gods, One knight in Karazan, and Mean Streets of Gadgetzan. If you want to start current and spend the least amount of money then start with the current standard format and avoid wild. Classic, Journey to Ungoro, Knights of the Frozen throne(to a lesser extent) and the upcoming expansion should be your priority. Hearthstone Top Decks website has a really good article on the matter as well as crafting guides you should check out
safe to disenchant when you are just starting out:
misdirection, dinomancy, explosive shot, mirage calle, biteweed, spectral pillager, (envenom weapon, mass dispel (depends if you want to play highlander mage at some point), mana addict, drakkari enchanter is currently useless but has some future potential, I would disenchant it if you need the dust, but the card can see play in the future and is a new one. imp master, MURLOC WARLEADER (after the nerf it could be disenchanted for the full 400 dust value, check if it is still available and do it ASAP). ancient mage, bright eyed scout, you only want the scout for bid druid, if you don't plan to play that disenchant it. golden priestess of elune. molten giant sees some play in specific decks, for the beginning I would disenchant it.
trump played an f2p elemental mage on stream at twitch.tv and laddered slowly to rank 5.
I would rather recommend you secret tempo mage. craft 2 bonemares and 2 hydras as fast as possible as you can use them in any deck.
elemental mage is not a good one for ladder. where jaina is really played is a type of control mage, which is currently too expensive for you.
as well you got the 2 best priest legendaries already (including ysera you got 3 priest legendaries), dragon priest is also possible. but it is also not a tier 1 deck, a bit of fun and a bit competitive depends on the list and meta.

since you practically have no cards at all you should buy the packs with most of the cards you want and need for your deck. for example you would buy meanstreet if you want to play a jade deck or to play shaman. the set only stays till april one year less than the others so focusing on other sets is better, at the beginning you need a lot of classic cards for all decks and these never rotate out. frozen throne has the best legendaries currently, especially better than ungoro, but the common,rares and epics are worse than from ungoro.
so while I myself buy only knights for the legendaries (have the other cards already), I recommen you classic and ungoro.
if you want to buy packs, my recommendation is to wait for the next expansion and buy the starting offer with 40€ for 50 packs and if you buy it amazon coins its like 35 euros it is much cheaper than anything else. you can even do that twice if you just want dust. or to build up your collection you will see with one starter pack each expansion, after 3 expansions you will have a good collection going.
else the most cost effective dust is buying LOE adventure which is wild now and disenchanting all the cards, that will give you dust for 2 legendaries and costs around 20 euros.
else if you stay f2p I would only go for very specific and cheap decks one after the other, like midrange hunter, secret tempo mage, maybe pirates, and so on. dragon priest with anduin and lyra (while both of them are optional choices, especially lyra).
well and basically for any type of mage you want medivs valet which you get from karazhan. karazhan is maybe not the first thing you need, but you probably will still need it before it rotates out in april. and the dust/gold value is also good. arcane giant, swashburglar, maelstrom portal, medivs vallet, babbling book, mediv, kindly grandmother and many more are all much used cards.
if you have karazhan you can disenchant the legendary prince malchezar and moroes for 800 dust (both are not played and won't see play till april).
If you don't care about Golden Cards, then that is the place to start. Will give you a decent push towards getting the cards you want w/o sacrificing your core collection.

You can swap out a Nightbane for Frost Lich Jaina.
Just play a bunch of low cost minions and use Raid Leader and Frostwolf Warlord when you have enough minions.
Use your spells to deal with your opponent's minions and take control of the board.

I think I'm going with dragon priest for now, as I have lots of dragons lo, and am going to switch to control mage later.
My friends are all high ranked with lots of legendaries :p
