A negative consequence of an increasing card pool is that decks in all formats just get oppressively better and better as expansions roll out. It's to be expected and can't really be avoided, but it does mean that there are a lot of unique cards that just aren't *quite* good enough for play or too rare for arena, and whatever cool effects they might have are forgotten and untested.
I think cards like the new Warrior legendary and Blood of The Ancient One are some classic examples. What are some interesting cards that you just can't seem to find a way to play?
I've actually seen Hobart put to decent use. Since it's just a 2-drop you can play it on curve and get reasonable results from it. And I've actually lost to The Ancient One before but I would have to agree with your assessment on Blood. Way too pricey, way too unreliable, even if you try to use chicanery to get two Bloods in play at the same time.
Off the top of my head I would have to say Mayor Noggenfogger. Sure he's fun; but he's overpriced and introduces way too much chaos to the game. By comparison Mogor the Ogre is more reliable since he only affects minions, not spells and effects.

Dependable loan sharks since 1960. We sink our teeth into every deal we make.
Mana ghost. Actually good for spell heavy decks and vs Aggro. But with just 2 health it's killed too fast. 0/4 would be nicer.
Mana Wraith is actually decent in Wild in some Priest decks, I haven't lost a single game against aggro since I started using it. It's not good but it's not unplayable either. I can't upload screenshots now because of bad internet but I'll post them later added.
I've never seen this guy since they killed Classic Handlock, besides a single Silence Priest encounter. I always thought this guy was really cool, but sadly I haven't found a good use for him for a long time. It's a shame he's rotating so soon.

For what it's worth buddy, right before Gadgetzan, Strifecro came up with a handlock build using Eerie Statue, Void Terror, and Faceless Shambler. I'd love to see someone work on that and possibly update it to the... well to handle the Reno decks anyway lol
Nozdormu for sure. I keep wanting to pick it of Netherspite! Someday! I promise!
Majordomo Executus, Rend Blackhand, and Chromaggus. These guys are all super cool, but have their obvious flaws (but I still fail to see why Chrom doesn't see more play).

The Quartermaster/Garrison Commander/Muster/Maiden of the Lake/Justicar/Warhorse guy dream... I wanted it to work so much and it sucked sooo hard
BTG is seeing tech play in some Miracle Rogue builds to beat Reno and Kazakus. Putting 3 copies of Ambush in there can ruin their day. That said, it hasn't seen as much play as it's 'cool' score for me either.
Krul the Unshackled is such a dope card but making it work is a different story entirely.

Look, I want to tell you something because you're very dear to me. And I hope you understand that it comes from the bottom of my damaged, damaged heart. You are the finest piece of ass I've ever had and I don't care who knows it. I am so glad that I got to roam those hillsides.

Explosive Shot => Meteor
Power Word: Tentacles => Spikeridged Steed
Worgen Greaser. I just like this card so much even though it's total ass.
Don't drink another drop of water until you see this!!
Majordomo Executus, playing as Ragnaros with all his emotes is brilliant. Shame that you die the turn after. TOO SOON!
Came here to vote noggenfogger. Not disappointed.
Lotus Illusionist
And it's just too slow/too inconsistent for constructed.

Bruce Garrabrandt
Beneath the Grounds
The Mistcaller
Anub'arak
Illidan
The Quartermaster/Garrison Commander/Muster/Maiden of the Lake/Justicar/Warhorse guy dream... I wanted it to work so much and it sucked sooo hard
Stoneskin Gargoyle (It never did get to see play)
Wilfred Fizzlebang (always very close to being really good... there are just too many good cards.)
Cho'gall (He is totally like that wall flower from your Jr. High Dance that nobody wants to dance with)

Magnataur Alpha
Mana Geode
Weasel Tunneler!! It's purely a meme card, and it was bugged on release so you cannot even use it for that.
Crushing.
