I have the card on my f2p account, and couldnt find a good deck. When I did play it, it messed me over by replacing my chosen spells with mostly useless spells that didnt go with my deck. Im thinking it might be a good dust candidate when I am sure I wont buy/open more TFT packs.
Having played burgle rogue with Voss a lot, my opinion of her is that she's better than most people give her credit for.
Sometimes she looks like she has made something worse but she's actually got a 'plan' all along (a good example was when she turned something into Mind Blast. I wasn't overjoyed but when I later burgled Velen and lowered their cost, that gave me 20 burst damge after playing Valeera).
I will say she really shines against any slow deck if you are going second (and hence can turn the coin into an actual card), especially if you draw fan of knives or backstab which you are all too happy to change. If you have Ethereal Peddler in hand for the following turn it is also usually correct to play Voss and replace eviscerate, since even there most spells are better when they cost 2 less. In fact if you get multiple non-rogue cards in hand by turn 5 then reduce their cost you often beat Jade Druid (otherwise it is very tough).

Edit: fun fact: if you replace a card with reduced cost, it keeps the reduction. So don't be afraid to replace those either.
The design of the card is poor, there are so many cards out there that seem really good or fun but are let down by their stats. However this one has a strong effect and great stats but it should have given you a spell which can trigger the effect on demand. It would also have extra synergy with Valeera too. It's like most of the time they just want you to use classic cards. She would have been OP if she gave you a golden monkey type card straight in your hand which would let you trigger it. I get that some cards are meant to be bad and some have to be bad to have good cards but they could easily make some of these cards playable by small alterations to stop people using the same classic legendaries we have seen since Vanilla.
Here's my current burgle deck. I make no claims of it being refined, and plenty of things can be switched out.
Fun fact 2: Death knight cards count as being from a non-rogue class. So the Ethereal Peddler reduced their cost etc.
I have a kind of similar deck, but I run 1x Auctioneer and lots of Razorpetals. Didn't know about the synergy with Death Knight cards, so thanks for the tip!
I always avoid Auctioneer to prove to everyone I play against that it isn't actually necessary in rogue decks, but razorpetal lashers would be a decent addition, especially with Voss in mind. They would probably be in there already if I had remembered them putting Thalnos in recently.
Just got Lilian Voss from a pack recently and was wondering if theres a fun burgle deck out there that includes her. I really wanna make her work in a deck
I could not find a fun deck as I lack the other legend (forgot name) that adds cards after attack. I tried a Deathrattle deck with Spareparts and Xaril and the 2 Tomb Pillagers (to add cheap spells in hand). It did not really work, but it was fun!!
She she was my first legendary from this expansion. I tried quite a few variety builds around her and came to one sad conclusion... she's terrible.
Essentially she's an inferior version of Renounce Darkness that takes some setup to get value from. I love rogue and burgle style decks but I currently wouldn't include her in anything except for meme bait.
I've yet to see a burgled spell that's unusable in Rogue. Even if it's totem or armor related, it's still cheap and great combo activator. Even if there IS something i can't use, i have to get rid of the spells i don't want to change, which usually means underperforming. So the setup is basically impossible unless you're running petals which are much better to use for something else. On the other hand, there are HORRIBLE minions that i burgle and there's no way of changing them.
Worst spent 1600 dust ever. I hope it's goin to be something like Purify and that it will find its way in a niche deck someday.
This Deck has pretty good early game potential (a little bit better than usual miracle rogue), and is able, just like miracle rogue, to create pretty much value very fast afterwards.
Used this deck, to get to rank 5 last season (more like I just wanted to have fun and then got to rank 5 LUL)
It's pretty strong to play Lilian on 3-ish spells (like unused prep and coins or shadowsteps), then play ethereal peddler, and then Questing + a bunch of cheap cards (probably you still have some from swashburglar/hallucination/shaku/huckster) -> big questing, other minions, and probably cleared part of enemy board. if you've played Sherazin earlier, it's even stronger.. ye, so basically miracle rogue in a thief shell.
