If by bad, you mean "serves absolutely no purpose for anything and can never be used for any situation ever in the world ever to ever exist ever", then no. If by bad, you mean "not really good enough for a competitive deck", then yes. You could conceptually use him for a Quest Priest, but we have Mirage Caller for that who is not only cheaper and therefore easier to combo, but can also be run a 2 of and is easier to come by as he is a Rare and not a Legendary unlike Herald Volazj. He's also a lot less bad compared to Volazj if you don't get his effect off.
Also, in the future, you really should ask if cards are good or bad BEFORE you craft them. You also should probably NEVER craft Golden Legendaries unless you have as much dust as Kripp's button.

Savzj used him in a quest priest deck with great success.

You should really ask before doing something like this. That being said Barnes is cheaper and fills asimilar role in quest priest.
