Very easy to answer: Blizzard wants the game to be as accessible as possible, so that includes kids, because that means more money. Adding an in-game chat would be toxic af, because we all know how salty people can get over this game. To spare the virgin ears of the youth (well, their eyes rather), and to save themselves the hastle of making chat filters, Blizzard just didn't include it.

Games that have a chat have to pay people to moderate the chat and process tickets submitted by people claiming chat abuse. HS business model does not accommodate this.

Free to try and find a game, dealing cards for sorrow, cards for pain.
I am trying to remember if the original Magic the Gathering PC game had a chat function. For some reason I want to say it did, but it has been AGES since I played that game. (hmm.... side thought .... I wonder if anyone still runs a server for that game anymore?)
As for salt ... yeah, I spent years playing WoW, and some of the whispers I had back then were outright epic.
I guess the social interaction is about the only thing I actually miss about Mobile Strike. (pretty damn costly way to have a few internet friends) ... which also probably explains why I am on here as much as I am :-)

I wanna glide down, over Mulholland I wanna write her, name in the sky I wanna free fall, out into nothin' Gonna leave this, world for awhile
The one player sends a request and the other needs to accept it. If one of them gets salty or toxic, you can just leave the chat and mute him and his requests. Maybe it will be only possible to write something if its not your turn so you don't waste time while it is.
That's it.
Is there a official statement from blizz for this topic?
Because unlike most games with a cancerous fan base, Hearthstone is purely pvp with almost no co-op elements. There's no reason to talk to the other person, since 90% of that feature would just be trashtalking and other horrible stuff.

More likely scenario is people tell one another to get cancer or kill themselves, forcing Blizzard to monitor these conversations for abuse and creating a worse community than we already have.
Well, both players would have to accept such a thing. Plus, the Hearthstone community isn't THAT bad...
*Looks at salt thread*
I take back everything I said.
In fact the salt thread as well as the many salt-themed threads that people make instead of just using it are basically the reason there is no chat. Actually that's not really fair to the salt thread; it looks more pleasant that the other threads people make of the same nature. xP
They also want to keep the game as kid-friendly as possible I imagine to increase accessibility. Give people chats, they will make inappropriate comments.
It's not really a bad decision, although I wish there was something in the options for some of us to "opt-in" to a game chat. I don't mind dirty jokes and I eat trolls and flamers alive, so it wouldn't be a problem for me. ^_^
What I'd like to know is, why so many HS players try to be as much of douche bags in every game as they can.
Not everybody, sure, but for me at least it's more than half the people. Such as they try their best to use the "wow" emote to sarcastically mock a card play. It's so pathetic that it's their only outlet for whatever anger or other mental issues they have that makes them want to behave like that needlessly to strangers.
When my friend first got me into the game, I was explained how it was an old custom to actually bother to say greetings and well played after a match completes, especially a well fought one, win or lose. Now, almost nobody does that, except maybe occasionally players that seem brand new.
Speaking of seeming brand new, what is with the other stupid trend I've seen of clearly experienced players with deep collections using the starter card back. They really think they will lull others into playing nice or badly because they think they look like a noob? These players also tend to have shitty intentions with emote use.
Do I just have as bad luck with the RNG of player matching or is this something anybody else is noticing as disturbing frequent?

maybe we can create an addon for chat which can match you based on your opponents battle net tag

Answer to the OP is obvious and been stated well.
