you should keep in mind that you will get legendarys from TgT and GvG because when the 10 packs legendary rule came in, they were wild, so if you have not bought any of those sets since then than you will get legendaries.
some people say that it wont work for sets you have already bought from, but i know form experience that is not true.

Im playing HS since the start and so far i never seemed to get above averages rates with good cards (Legendaries, Epics ..) when i opened packs. In fact in most cases i invested money to buy new bundles for expasions, it was very frustrating.
So yesterday i openend my 4 * 10 packs and didnt expect to much, because the pitty timer doesnt hit in with different expansions... but then...
5 Legendaries (1 golden), 10 Epics (4 golden) and among the Rares also 5 golden.
Is that a way to make me more motivated in future to buy packs, or have i been just incredibly lucky? Most likely lucky i guess, but still it was almost unreal.
What i do is to dust the golden cards as long as i have 2 regular copies. I also dusted all the golden cards i had from before, when i found a regular card that completed my collection of 2 regulars (example: 1 regular Boar, 1 golden Boar...i found a regular so dusted the golden).
So in the end i got 5 new legendaries (mostly trash, will dust i guess), some epics that i didnt have yet and after dusting an amount of 6000 dust from 40 packs! That was for sure the best purchase i ever made :O

There is very strong evidence that when they implemented the "1 leg in the first 10 packs" rule they didn't apply it retroactively. Probably because the client wasn't keeping track of how many packs of an expansion you have opened since the first one. The client only kept track of the number of packs opened since the last legendary of that set, for pity timer purposes.
I, personally, opened 10 packs of Old Gods, 10 of Gadgetzan and 10 of Un'goro last year after KotFT released. Got at least one legendary from each set. This time around I got two GvG legendaries and 1 TGT legendary. I didn't get any Old Gods legendaries and got 1 legend from Gadgetzan. Yes, I know, this is anecdotical evidence but a vast amount of people have reported similar cases.

I doubt that. After the change rolled out a lot of people bought packs from old expansions and got a legendary within the first ten packs or less, independent of the previous pity timer count. I did so myself, buying WOG and MSG packs fromt the ingame shop at the time, and got a legendary in 10 packs or fewer.

Find a single Pack-opening video where a streamer doesn't get a legendary in 40 consecutive packs of the same set.

Shouldn't be THAT hard, since there are thousands of pack opening Videos. with hundreds of thousand of opened packs.
The data collected by the playerbase shows that there is pitytimer. All the packopening videos support that data. If there would have been a streamer that missed his/her pitytimer the video would probably be the most clicked video on the internet. So PLEASE show me the video... or do you think that Blizzard erases the evidence from the internet? So that we sheepishly keep on buying our packs, since we only buy them because of the pity timer?!?!

Now that people are going back to open old packs after that rule was applied, many (myself included) got legendaries as if the rule was reapplied somehow... or maybe is just luck.
I started tracking the packs after I opened the last of this four exp, so I don't know how each pity timer was.
I can guarantee I never bought packs from GvG since the 10 pack pity timer was introduced. I got 0 legendaries in the 40 pack bundle, so I can confirm this does not work! (only bought GvG when it was released). Those that get a legendary in first 10 packs are either A) lucky, or B) Have never opened packs in that set before

That was a bug. About 75% of the folks at the time got the legendary. 25% didn't. Myself I was there and got it within 10 except for classic, which happened at 13. It was amazing, but NOT something to be trusted, and I'm pretty sure they fixed it since then silently.
if you never bought those packs you will get a guaranteed legendary in each of them. even if you did, they implemented that legend in packs later, so it might work for everyone

--grand tournament 3 epic 1 legendary
--goblin vs gnomes 2 epic 1 golden epic 1 legendary
Plus an handful of golden rares and commons I did not care to count.
This is indeed WAY more than statistics would normally expect, so I'm pretty positive the pity timer for me had been reset. But since some people did not get legendaries, or not as much, it may mean one of three things:

A lot of people had similar experiences, though in typical Blizzard fashion there is no official clarification. I just dug up an old thread about this, and there is some inconsistencies between sets. But it appears that something has changed, 35 pages of people mostly being lucky seems to much to be a coincidence. I'am satisfied with the 40 packs, i got Raza, Anub'arak, Wilfred Fizzlebang, Gazlowe, Mukla Tyrant of the Vale and an golden Yogg Saron.
