First 10 packs of every expansion guarentees a legendary. Don't dust any legendaries unless you won't open any more packs of that expansion, since you can't open duplicates. Every 40 packs (tracked seperately per expansion) guarentees a legendary. That's known as the pity timer and resets with each legendary you open. As for which expansion to purchase, that's a tough one. I would check the legendary crafting guide thread and see which expansion has the most tier 1 and 2 legendaries.
I think rather than buying pack , spend some time in arena , you also will get some experience . You can also get standard pack , so it is a win-win for new player (experience+prize)
If u want to buy with real money , just buy with new expansion ratio bigger
Example : u want to buy 60 pack with cash , it is better to buy 15:15:30
Unfortunately, I believe you're better off staying from the game as it is. The developers aren't doing a good job balancing the game, and it takes them forever to do it ( latest balance update took months over months to arrive ), and since the latest expansion it pretty much feels like they're trying to load off tons of packs with cards nobody uses, because we already have better ones.
If you like card games and you're really interested, follow a few youtube channels like : "Hearthstone tournaments", "Disguised Toast" and "Trolden". Best wishes :) .

Classic is good because you can use them for anything. They will always be in standard format and you can use anything in wild format. There are some very good classic cards that are used a lot in different decks and it's a good idea to start building your collection with these cards. You could build a decent deck completely out of classic cards, but the same could not be said for expansion sets, if that makes sense. As you are new you may find yourself looking for 'budget' type decks, and those typically use a lot of common classic cards.
As others also mentioned don't forget about the guaranteed legendary drop within the first 10 packs of a new (to you) set. It would be beneficial to open a few packs of each set rather than a whole bunch from one. You'll want to stick to standard format matches for now as you are new to the game, so the sets that are important for you are Journey to Un'Goro, Knights of the Frozen Throne, Kobolds & Catacombs, and the newest set The Witchwood. Legendaries aren't easy to come by so it's a cool bonus to get you started, whether you end up playing or dusting them for better ones.

You will hear this advice over and over again. But the truth is, that you will end up as an easy target if you don't have any experience with hearthstone at all. Without any kind of knowledge of what to expect and how and when to trade you will at max get three wins. You should play constructed first, get to know a big chunk of the cardpool and then you should try out arena. In theory you can become an infinite arena player, but only a VERY small part of the playerbase is actually good enough to actually achieve that goal.
Even with experience in other card games you should try out constructed first. If you are a quick learner you will be able to be successful in arena pretty fast. As a new player, I would recommend playing zoolock to you. The decklists are pretty cheap and can teach you very much about the basics of the game. A nice bonus of zoolock is, that the deck almost allways is at least playable in a competitive sense.
In the 4 years of hearthstones existence zoolock was only "unplayable" for 4 months. There is not a single other deck that has been as persistent.
What about tavern? Nobody has mentioned that. I played a couple rounds and it is really fun.

Quests are your best source of gold. Don't let your quest queue overflow.
Do not bother playing Ranked after you get your 5 wins for the reward. Stick to Casual to reduce your frustration, and remember that a 50 percent win rate is not bad. You WILL lose half of your games, so get used to it.

You will be better off playing in constructed and getting a feel for mechanics of the game and the core strategies. Figure out which cards are strong and which cards are not and what combinations are effective. Also figure out your favourite play style!
Two wins in arena is not going to be much value at all. You still get a pack regardless but you will lose gold until you can consistently reach about 6 or 7 wins, at which point arena is said to be 'infinite'. Not to say you shouldn't play arena, arena is fun! Just that if your goal is to get the most value from your gold in terms of collection starting out, you'll want to play standard and do quests when you have them.
You get one re-roll per day, so you have the option to exchange one quest for a different one. There are some that are more rewarding, and some that may talk a bit longer to complete.

Always do the Tavern Brawl for the free pack.
