I think that nowadays legend cardback is a result of quantity instead of quality. What do i mean by that? Aggro decks are so powerful and simple to play that even average player can achieve legend if he plays a lot. I am not saying that reaching legend requires no skill at all because at some point you just can't play terrible even with pirate warrior. In my opinion legend cardback should be more "elite" and actually show that you are playing against a really good player and not someone who just spends a lot of time grinding ladder with almost auto-pilot decks. IMHO legend cardback status is a bit out of date right now.
Hitting top 100 for example is a lot harder than hitting legend with pirate warrior during last day of the season. You need to switch decks a lot and adapt to the meta much better than just hoping that you will kill your opponnent at turn 4-7 So, what do you think about that? Should we get a new cardback for reaching for example - top 100 or top 200?
The entire Ladder system is a bit outdated at the moment, and I remember that also Ben Brode said that. Actually they should rework it completly in order to make it less grind. At last the "floors" they've put recently on levels 15 - 10 - 5 are a good step in that direction, but also it should be less dependant on win streak (and loss streak).
Hopefully they'll do something more in the near future.

I think it would be pretty cool, if the card back used either your previous legend high or what you ended on.
If you have a deck idea might as well go full ham on it.
