They are giving elemental tag to lightwell and calling it a holy elemental, I thought A'dal would be the same thing.
They're giving the elemental tag to Lightspawn, not Lightwell. Lightspawn is like a being you summon out of holy energy, similar to elementals. They are beings constructed magically, that can be summoned and dispelled. Naaru like A'dal are not similar to elementals, because they are a species of being, not magically constructed.
A'dal is not an Elemental, so you can't submit this regardless of balance.
I've often been curious how strictly a card must "correctly" represent something from WoW? Personally, I always favor cards that come up with clever ways to fairly represent the source material. But I'm constantly reminded how many people enjoy Hearthstone who have never even touched WoW and, for them, accuracy to source material is not a factor at all in these competitions. Is there precedent for cards being excluded because they aren't "correct" under WoW lore? I agree with you that A'dal is not an elemental, and I wouldn't vote for it on those grounds, but I'd be surprised if that's actually a basis for saying it can't be submitted.

Yes, cards that don't accurately represent the minion type have always been disqualified for these types of themes (e.g., Phoenixes and Dragons given the Beast tag).

Are we sure? Pyros is, and they seem fairly similar.

I'm not sure what you're asking. The mods have disqualified Phoenixes given the Beast tag because they are Elementals in the Warcraft Universe. You bringing up Pyros proves that people who gave Phoenixes the Beast tag were wrong. People who made Phoenixes for this competition are correct.
