If you want a good Priest legendary only to have fun, craft Lyra. But don't craft just Raza just to play a Tier 1 deck. Because you can't without the other two legendaries. (But if you want the combo, and don't care about trying to hit legendary. Then go ahead and have fun until the set rotates out.
Well it depends on the deck, but you don't need elise, lyra is not necessary either for most, in razakus highlander priest for example you can play auctioneer instead. raza and velen you will need if you want to play highlander priest. anyways velen is classic and will never rotate out, so I don't think it is a bad craft, same for lyra who gives tons of value and still stays for almost 1 1/2 years around.
If it is just about playing priest, many were playing dragon priest on stream and I saw a version priest zoo as well on ladder, both don't really need any legendaries (while anduin could be a good tech for dragon priest).
Raza probably has another 5-6 months to go to, which is a pretty long time in this game.
Raza is a must craft for the deck you seem to be looking at, more then Lyra and Elise who seem to be value cards more then important pieces of the deck.

the currently best keleseth deck in the meta is tempo rogue, the second best keleseth decks would be pirate warrior (with keleseth) and zoo (warlock with guldan, feels very cluncky but got me legend last season and rank 3 this time). It is like 1 1/2 months left till the next expansion. with guldan you can also play control warlock. it is a new card that stays for a long time and necessary for many warlock decks. A very good craft that I can recommend is as such guldan. other meta decks include highlander priest (too expensive?). evolve shaman with much randomness which will leave meta in april. you can play hunter with rexxar, but you don't need him on ladder. you can play control mage, with jaina baron gheddon mediv and much aoe. there is also again an nzoth and tempo warrior that are playable but are weaker than the other decks. der is still aggro druid with a special version with UI and pilfered power (leaves meta in april). There is still big druid and big priest, big priest being a highroll deck. There is also a dragon priest. there is quest mage which is awesome against priest and good against jade druid, but absolute garbage against all aggro and tempo decks. It really depends what you want to play and which cards you got or which cards you can play without, like tempo rogue having different versions, the current "standard" being with shaku and cairne though which not everyone has and not everyone wants to craft (like me).
4000 dust. Favorite classes are Priest,Warrior. Best rank I've ever gotten was with a Tempo Mage.

depends on what you want to play.
the golakka tech isn't that strong anymore currently on ladder and till april when patches leaves he is played basically in every aggro deck.
keleseth is currently one of the best legendaries available, that may change with the next expansion if there are better two drops in the decks. it will also stay around for a very long time.
highlander priest seems to be less and less played now and win rates also went down, some people play now dragon highlander priest instead. there is still normal dragon priest and big priest for play.
warrior both of the cards mentioned above are currently necessary for pirate warrior, but you probably mean control or tempo warrior is what you like? in that case I would wait for next expansion, since although there are some decks, there are none that are well established with a good win rate in current meta.
but yeah if you don't enjoy rogue don't craft it, as simple as that.
if I was you I probably would craft keleseth and guldan and play both zoo and control warlock, but only you can know what you like. if priest is you favorite class, SRA and velen are for sure not bad crafts, but a partial highlander deck, I think you can forget about that,
save dust for about 5 weeks you can always do that if you are unsure and then wait again 1 month till meta stabilizes, then you saved for mroe than 2 months in which you don't play the decks you like. I don't know about that, but up to you.
Depends on how much dust you have and what else you are missing. If that is the only card missing and you have the dust then craft it. It's a pretty fun card, especially when combined with Lilian Voss.

Shaku definitely has value. It will slightly refill your hand at least for one extra most of the time... and if you don't have a solid drop on turn 5 or 6 you can keep him stealthed into Bonemare on 7. But of all the tempo rogue legendaries he's the most replaceable IMO. He's a cool card, but I don't know if he's essential. Cairne is definitely more essential in Tempo rogue. He used to be a tech choice, but he's considered a core tempo rogue card now... and he's classic set... I'd consider Cairne

What cards should I craft with those 2400 dust. I am missing Shaman DK, 1x Biterride Hydra, 2x Living Mana, 2x Southsea Captain. Should I invest 1600 dust in DK or 2000 dust in Aggro Druid epics package?
