Deck builders will figure it out, nobody knows what kind of deck we are going to build but the powerlevel of Finley is worth building around.
In other words there is no existing deck he will be good in, so if a new one doesn't come about he will see little to no play, irregardless of power level; getting a strong hero power is a joke compared to Giants Mage, or any of the top tier decks atm.
Paladin has tools to deal with giant mage, scroll through your collection.
Is this your first expansion? New cards are supposed to bring in new decks, it's just a card game thing. A new card not fitting into any existing deck is generally not an indicator of its powerlevel. Mountain giant didn't fit into mage decks, then blizzard introduced a couple cards that are worth building around with mountain giant. Magic!

Great card effect but will sadly be useless in standard like most Reno decks because of Bomb Warrior and Conjurers Mage overwhelming them under most circumstances. New Shaman cards make their control variant a hard counter to Reno Shenanigans as well.
...so they rotated genn and Baku out because of concern over upgraded hero powers early on in the game... And then give paladin the high roll factor of drawing that keleseth had...? Nah mate. This is clearly really good and I'm nervous about it.
I have to agree, I'm not the biggest fan of the "build a deck around a two-drop that may or may not be card #29 in deck" paradigm (otherwise known as "Kelesething".
However, I think it is the case that we will need to see a block rotation, and therefore at least 2 new sets, before a Highlander Paladin is viable in Standard.
I like the Highlander model in general, though. Nice to see it return.
Another thing to consider is, you're playing a 2/3 2-drop in a Paladin deck. You're either trying to highlander an aggro deck, in which case several of the hero powers are kind of weak, or you have the deadest of dead cards clogging up a deck in which you can't run multiples of the good stuff.
Keleseth was a much less impactful restriction than Finley. This will be a bigger work-around, and I'm just not convinced it's going to be game-breaking.

This is why I voted to dust the card. I actually tried Renopaladin in wild a while ago and it was terrible, this card doesn't help much. Just play odd paladin if you want an OP HP.
In a meta where bomb warrior is already strong why do 4 legendaries with this limitation? It's enough to have 2 bombs in deck and we can't use the effect of theese cards when we already sacrified consistency and probably power to build a deck around that legendary
You could delete bomb warrior right now and none of the new highlander cards will see play. Renomage might become a niche deck in wild thanks to the additional aoe on a 4/6 body.

I'm willing to say this much: Someday, maybe, you can build a good Paladin deck with single cards only, where Finley could be strong. But I don't think we are at that point in Standard yet, and I wouldn't bet we will eventually get there. Also, you can only hope to get one of the hero powers you desire, if you have a specific deck in mind.
A Reno Control Paladin in Wild that gets the upgraded Priest or Warrior hero power could actually be interesting, but again, I think we are far from that being a considerable strategy for Paladin, starting with the lack of a consistent win condition. You could go for a 25 damage Holy Wrath combo even in a Highlander deck, but without duplicates, you will still struggle with survival despite the many heals. Paladins can't really grind opponents out of options like Mages, Warlocks and Priests.

And you want to decrease the strength of decks even more by making it inconsistent via highlander format? Wild has a card pool big enough to possibly support this, but no way in standard.

This is one of the best cards in the set that we have seen. Mark my words, it will see play in almost every type of pali deck for years to come.
Unlike Genn and Baku, this effect only happens on the battlecry, so you can have two Murloc Warleaders in your deck and play Finley after you have drawn one. Crystology lets you force-draw Grimscale Oracles, Murloc Tidecallers and Toxfins, leaving you to run one Coldlight Seer, Bluegill Warrior, and Nightmare Amalgam.
