Do you always play the shieldmaster first to have a stickier heavier minion? or would we play chemist to try and draw a potion that possibly counters the next turn for the opponent? Sometimes I have these situations where I have multiple minion choices for that curve and it's not always obvious which is the best choice (especially if the board is empty or both players have similar hp/card advantage).
Depends how you want to play it. I would personally play Kabal just for the security of having more card options in hand. BUT if agaisnt a mage Sen'jin might be a good early drop just to hopefully clear out some potential clear spells. Could be a good Fireball waste forcing your opponent to clear, and if not.. well you got a 3/5 taunt on the board haha.
I would imagine the Sen'jin is just better because the tempo is higher (caveat: I'm also not an arena expert in the slightest), and there are very few potions you're going to fit into turn 5 if I'm recalling the possible potions correctly. If your opponent has an empty board you've got plenty of time to develop the Chemist and use the potion it gives you as well.
Now in the case they've gotten a giant tempo lead and you need to Hail Mary into a Volcanic Potion for the next turn or something, it might be worth just slamming the Chemist and saying go because you're in a bad spot.

I would always play Chemist if the board is empty. You could potentially get a 1 mana potion to play alongside Shieldmasta next turn. Or it could be a Blastcrystal that you need to spend on that sticky minion your opponent just played. Having the extra card is better than stickiness when playing onto an empty board, especially with the same attack value. Opponent could still use up a Frostbolt to clear the Chemist, so they can both bait.

If you are going first I play the senjin almost everytime just for tempo. There are a lot of 4 drops (like cabal chemist), or two 2 drops, that your opponent could play on turn 4 that Senjin will be amazing against. If I'm going 2nd, you kind of expect that your opponent's 5 drop will eat up either the senjin or the chemist for free so play the chemist for flexibility on your next turn.

Monthly legend player in standard, but really not great in Arena.
Not sure if this question would also pertain to standard, as it seems different but , here would be an example scenario -
I have Kabal Chemist in hand as well as Sen'jin Shieldmasta on turn 4 to an empty board, mage vs mage.

I think that the chemist might have edge in the situation because it is three attack like Senjin but gives you a card that you can plan later turns on
