You must really swim in dust if you are considering doing that. Wrathion may be ok if you are an avid dragon player, but Hogger... I have it and the only deck i use him is the forfun 35 legendary deck (and that is a terribile deck)

What class are you looking to play? Nesting Roc is great in any deck that can run The Curator to pull him out.

Why would you want a win more card that is defensive. How is that good. You want a defensive card when you are losing. A win more card should always be aggressive or give immense value since it helps you close the game out. I'm not even talking about hogger just your statement in general makes no sense.

You don't want to add cards to your deck. Why would you? Do you run out of cards in most matches? Because if you don't then you want as little amount of cards as possible

The problem with hogger is that it's very easy for your opponent to kill him in constructed. In arena he's pretty good. Wrathion almost never draws more than one card, even in a dragon deck- I've tried in dragon priest and a weird druid dragon deck. I think Malchezar is ok in some super control decks, and has some potential in quest druid(but quest druid just is bad, and needs major support next expansion to see play)

Hey don't hate on my swagtacular plays bro. Some of us are still trying to be original. I stand by this deck being good. No one ever thinks my decks are good. But I say maybe they could still use some refinement, but I like them, and they have a lot of potential.
In general, Malchezaar isn't that great. But it's awesome IN THIS PARTICULAR DECK. Why? Just take a look at the deck. It's mostly just board clears and other defensive options. When you have that many cards that destroy your opponent's tempo, you run out of room to put cards that generate tempo for yourself. I literally can't fit enough minions into my deck. This is why Malchezaar is so great!! It allows me to run more minions than I would be able to fit in the deck! Most of which are somewhat impactful, being that they are legendaries. With this deck, really all you need is something on the board to chip away at the enemy HP while you destroy all of their cards.
Before I was just ending up with hands full of spells in the midgame. If I don't draw Pyros or Finja I can't get any consistent board presence because most of my minions are small low cost. Even if the random legendaries aren't the greatest(but alot of the time they are) they are something i can put on the board to make my opponent deal with it.
Don't think that a card can never be good. Malchezaar is good in this deck.
Additionally a win more defensive card makes perfect sense. Win more refers to something that has value that spirals out of control if it isn't dealt with. The most common way this is manifested is with end of turn effects. Hogger has an end of turn effect, therefore, if it isn't dealt with it spirals out of control, therefore it's a win more card. But it's also a defensive card because it has taunt. If an aggressive deck doesn't kill your hogger, it will be extremely difficult for them to hunt you down. So it's a must kill. That is literally the kind of card i wanted. A card that will make my opponent use resources inefficiently trying to get rid of it.

If you need more card draw, I think primordial glyph is a good option.

Wrathion on the other hand is a solid card and hitting the rng makes it great. I would love to have the card and would definitely play with it if I had it.
I love Hogger but unfortunately he's just not viable on ladder. Had some fun with him in a Paladin hand-buff taunt deck during the height of the pirate cancer though during MSOG, but now he's pretty useless...
I like your thought process of having played hogger through prince malchezaar and now thinking whether you should craft the Card that won you a game. That is actually a sensible way to make Prince malchezaar useful: As a testing ground of (arbitrary) legendaries for People with smaller collections. That said, I have to say that neither Hogger nor Prince Malchezaar are good Cards. It is true that most Cards can be good under the right circumstances (see Wisp in quest rogue. It was just a meme for "infinite value" but never was worth the Card it is written on, except you can Play a 0 mana 5/5). But even acknowledging that, I tend to say that Prince Malchezaar will never be a good Card. Not even in mill decks.
You want as Little Cards in your deck as possible to get to your win condition. In your case this is Medievh and high mana spells. If you draw Millhouse Manastorm instead of These Cards, your game plan is delayed. And that is not good. Sure, you will occansionally get a good Card that might even win you the game, but on average Malchezaar will not increase your win%. If he can give you a good Card, why not Play teh good Card in the first place. Similar for Hogger. There sure will be a Situation were he is the right Card, but there will be a lot more situations were your Opponent is just happy to see you Play a 4/4 for 6 mana.
As to your deck, it looks a little bit arbitrary. You only have one win condition (Which is generally okay), but a lot of synergies that aren't really working. For example, the murloc package. While the package is surely good, you do not have any means to generate pressure in the early game. So when Finja is played on turn 5, your opponent will have a lot of health and, thus, enough time to deal with the murlocs. Nor do you have any burn ( Frostbolt , Fireball ) to Close the game after you damaged him with the murlocs. Or your N'Zoth, the Corruptor package. You need to Pyros make N'zoth remotely worth the 10 mana and if you do not draw and Play him, N'zoth will be a huge tempo loss and give you poor value. 2 Loot Hoarder do not justify playing N'zoth. Maybe add Shimmering Tempest (that doesn't draw you closer to fatigue but gives you cards), Cairne Bloodhoof or Infested Tauren (after all, you will want a taunt in most cases you play N'zoth). And/Or maybe cards that copy other cards, like Barnes or Molten Reflection (although I guess it will not really work) to get more deathrattle minions on the board.
And for medievh, I recommend to include Firelands Portal. It is a good removal even without Atiesh, but gives you lot of value with the weapon. Maybe remove one flamestrike?
Finally, legendary cards that are worth crafting (neutral or mage in the range of up to 7 mana) are in my opinion Cairne Bloodhoof (it is a solid deathrattle Card and can be played in all classes, although he is slow and mainly for N'zoth decks only) the above mentioned Bloodmage Thalnos (although maybe not for your deck since you do not use many damage spells) or Elise the Trailblazer (for controlish decks) or Archmage Antonidas .
I have them both and of neither can even compete with playability with Azure Drake.

Yogg is fun, mill rogue is fun (for the person doing the milling anyway), Hogger is NOT fun or viable. All it does is summon a crappy 2/2 for you which doesn't come close to justifying a 4/4 6 drop. Not only is it a shitty card, it's also bland and boring on top of that.
Both cards are pretty bad.
On a side one, one of the few times I played wrathion (got it from stonehill), it actually drew 2 cards since the first one was the only dragon left in my deck.

Between the 2 wrathion seems a reasonable card. A draw a card taunt minion.

Hogger is fun but not competitive. Every card counts in a 30 card deck and the general view is that other cards are better.
Have you got bloodmage thalnos? He is a good choice in many deck lists.
