In a typical Agro Hunter deck this would be a bad card, but I see this could have some great potential in a Control Hunter. As a few others have mentioned it is a flexible card at a cheap mana cost, allowing you to either finish off a minion in the early game, or give one of your 3+ health minions to trade with Poisonous later in the game.
If I open a Deathstalker Rexxar from a pack, I think I might actually try to craft the tools for a Control Hunter :3

like the idea of this. either it's just a 2-mana deal 2 damage (which is alright) or it can become on demand hard removal if you ahve a board. I can't see it being used in contructed tho, it jsut seems too clunky there...I mean, if you really need the 2 extra damage you would just urn arcane shot and noone does that either
So, a bit impractical but this does open the door for Hunter to have a 8 mana, 3 card combo board clear.
5 mana, Abomination
2 mana, Toxic Arrow
1 mana, Play Dead
this is potentially better.
It's more versatile than mark. You can kill low health minions easy with it (and before you say it, yes, Arcane Shot can do that too, but Toxic can cover both roles of those cards as one).
also, unlike Hunter's Mark, Toxic Arrow can clear the board. How? shoot it at Abomination and then either get it killed via attack or play Play Dead and boom, clear board. You can also give it to example, to any zombeast with aoe abilty (via Exploding Bloatbat).
It's a combo card with varying potential (that doesn't mean its better than mark in all situations). 2 mana isnt bad for that. Just gotta wait and see if its playable.
I'd wish it would give poisonous regardless of if minion survives or not, but oh well. that might be too good.
I don't see this being used over Arcane Shot because it doesn't let hunters give poison effect to their under 2 health beasts.
Cool design! Also great in arena.
Just make sure to remember that if you use it on an enemy minion, first you have to trade your minions in (if its a high hp target)
With this in wild ANY form of zombeast that includes Dreadscale is a board clear.

That is why I said zombeasts with him in it. They would have more than 2 health then. That way you don't have to 100% get poisonous in the making of the zombeast which will not only be tough but will likely get more tough as expansions build up the beast number.
So basically its 2 mana deal 2 damage to an enemy minion, or deal 2 damage to a friendly minion and give it poisonous. Aaaaand...what's the point?
It can remove small minions on its own, but it's also an extremely mana-efficient way to remove a big minion using one of your small-to-medium minions - let's say I use this plus a three drop I had on board to trade with their 8-drop, then I just got a massive tempo boost and can spend the rest of my mana dropping a Savannah Highmane onto a board that suddenly doesn't have an enemy threat. Sure, Deadly Shot could've killed their 8-drop without costing me the three-drop for one more mana, but toxic arrow isn't countered by "oh, I had a spare 1 mana minion in my hand" or "I happen to be playing paladin at the moment."
Speaking of paladin, note that the values on this exactly line up as a way to efficiently kill Sunkeeper Tarim.
