The effect is not worth a card I'd say. Even if it gives two minions +4 health, let's say, wouldn't you rather just have another minion with Rush instead? Or a piece of removal? Or a weapon? Instead of two Divine Spirits on a stick? Actually scratch that, it's not even a Divine Spirit, cause it only works on Rush minions and nothing else. No Rush minions in hand = this is a dead card. 1 Rush minion in hand = this is absolutely not worth a card. 2 Rush minions in hand = it's, like, maaaybe decent? In a Druid, sure, a utility/ocassionally dead card is fine, you got plenty of card draw that you want to run in your deck anyway, it's whatever. In Warrior? Exactly how many mediocre to dead draws can you afford in a Rush Warrior and how much sub-par card draw do you have to tech your board-centric Rush deck towards to make this be an ok investment of a card. I'd say way too much.
It most likely gives you far more than one minion. You assume that the minion would survive anyway, but it's more likely that a rush minion also dies when it removes something. With this you don't only keep that minion, it also stays at full hp. It's great tempo for 1 mana even if you can only use it with one 3 drop.
An important factor you are missing is the tempo that this card gives you. Yeah Ysera is always better than a Hench-Clan Thug, but one costs 3 mana and the other cost 9 and you may die before you play it. That is why Thug wins games while Ysera mostly just gives value.
In similar way, yes something like Arcanite Reaper is probably better value than this spirit, but if you play this on 6 with Darius and rush him into an Chain Gang you get the value right away and can preassure you opponent, whereas if you played your Reaper and killed the Tyrant Darius would still be in your hand waiting for you to spend another turn playing him. And that is in your second worst 1-rush-minion case. What if you you would be able to follow up with coin and warrior loa?
I am not sure if this card will find a spot in a deck, since odd warrior doesn't probably want this since it has enough ways to handle mid-sized minions (supercollider mainly) and Mecha'Thun doesn't want to cut card draw, but you can try combining the rush package with dragons and make some sort of tempo warrior. It isn't a thing now, but this spirit alone could give it enough tempo to seize control in the mid game. It could be a thing after rotation once most of the combo cards rotate out.
Also the strength of this card changes drastically if it works with Dr. Boom.
That argument is exactly the same as "silence makes this useless", "weapon removal ftw boiz", "shadow word death ftw" and so on...nobody forbot about Kodo but thinking that 1 card will negate the spirits completely is pretty...erm....optimistic shall we say. :)

Thinking is hard indeed I apologize for that but since Kodo is so efficient against decks that play small minions why hasn't it shined during the odd paladin,secret hunter,token druid meta? :)
Idk about this one tbh.
Rush minions only work against aggro decks most of the time and Warrior already slaughters them.
Against control decks, rush minions don’t make much of a difference tbh.
My prediction is: Will see some play at the start of the expansion and then never touched again.
This card has Lot's of value, especially for a 1-drop so this makes Rush-Warrior better against control and aggro (possibly).
It's also Odd so you can put it in Odd control-Warrior and that's VERY important as it's currently the best archetype for rush minions already! And also has less competition for cardslots.
I'd never dare count this card out, Odd warrior looks so strong with the dragon package already!
Did you forget that like more then 70% of the decks on latter are aggro or midrange?

Minions that gain rush ARE RUSH MINIONS
No they aren't. Minions that gain Deathrattle are still not Deathrattle-Minions and N'Zoth, the Corruptor do not summon them.
Because N'zoth look at GY card memory, and when a card leave the board, except said otherwise, they lose all the enchantments. If a card affact deathrattle minions on the board, it will affect a minion that was given a deathrattle. In this situation, any minion with rush will be considered a rush minion while on board.
Yes, they are. Minions that gain rush can be buffed by Woodcutter's Axe.
Minions that gain Deathrattle are Deathrattle-Minions when they are on the board, but not after they died since no buff kept in tomb.
However, while Woodcutter's Axe does buff mechs after playing Dr. Boom, Mad Genius, Deathaxe Punisher does NOT buff elementals in your hand after playing Frost Lich Jaina. I guess the minions have to be on the board in order to be affected by the passive effect (Rush/Lifesteal)
Similarly, Kingsbane that has been buffed with Leeching Poison WILL get pulled as a Lifesteal card by Countess Ashmore (confirmed by testing it along with an independent Deathrattle card that was also pulled up to make sure Kingsbane wasn't pulled as a deathrattle card).
I mean this can make rush warrior somewhat interesting.
This is great. One of the easiest to defend and get advantage from. You have to have to use removal for this one because your minions will never stick so just kill it as soon as you see it. Maybe the scorpion will be great now in the beginning when everybody will try out the totems.
Unless you have mech synergies. But yeah that's probably better. But just a recommendation to get random benefits. And sometimes you take down a doomsayer too. Gonna try it out at least.
Boomship summons them yes, but they are NOT RUSH MINIONS. They are summoned, then after they are summoned GAINED RUSH. But they are not Rush-Minions themself. And here's the issue.
Hard to say woocutter's axe would buff the boomshipped minions.
