The Hearthstone Championship Tour: Winter Playoffs - Europe
The Hearthstone Championship Tour returns for the first time in its new format this year, starting with the European regional playoffs on February 11 and 12. The top 8 Tavern Heroes will join 64 of Europe's best-ranked Hearthstone players to try and secure one of four spots moving on to the Bahamas for the Winter Championship.
The playoffs will continue with the Americas the following weekend and conclude with the Asia-Pacific region the week after that.
The Championship Tour 2017
The format for the Hearthstone Championship Tour has changed from the previous year. Instead of regional championships, there are now three global championships featuring players from all regions.
The first, Winter Championship will be held in the Bahamas starting March 23rd. There, the top four players from each region will fight for a portion of the $250,000 prize pool as well as qualification for the World Championship in January 2018.
Season Playoffs
The Winter, Spring, and Summer Playoffs take place toward the end of their respective seasons and determine who moves on to the Season Championships.
Season Championship
Sixteen players comprised of the top four players from each region will face off in the Season Championship to compete for a portion of a $250,000 prize pool and a spot in the Hearthstone World Championship.
World Championship
The Hearthstone World Championship will take place in January 2018. In this final showdown, the top 4 winners from each of the Seasonal Championships as well as the top overall Hearthstone Competitive Point earners from each region will compete for a piece of the $1 million prize pool and the fourth title of Hearthstone World Champion.

Notable Players
Among the participants that have secured enough points to participate in the playoffs are a good number of well known players. Noteworthy exceptions for Europe are former World Champion Ostkaka and Naiman who both fell just one point short to qualify.
Where To Watch
Starting February 11 at 11:30 CET (5:30 am EST) noteworthy matches will be broadcast on the official PlayHearthstone Twitch channel in English. Followed by the Top 8 the next day starting at 12:30 CET (6:30 am EST).

Attend in Person!
Apart from watching online, it is also possible to attend the playoffs in person at a location near you. All players are required to play from one of the official locations and they are all open to the public. To see if there is one near you please see the official website. Attending an official Blizzard e-sports event like this will award you with the Power Core card back!
Is there any place where I can see all the lists ?
so that means March 23rd will be in next standard rotation (<--- the one with dinosaurs), also meaning the next expansion is not that far away, or am i missing something?
No the new expansion comes out after the tournament. There hasn't been a HCT event that included gadgetzan yet.
where i can find all the players?
On the official website you can see the HCT points standings, all players with 16 or more points are qualified to compete in the playoffs as well as the 8 Tavern Heroes winners which i believe are not known yet.
As you will be able to see there are more than 64 players with 16 or more points so there will be more than 64 players.

Will attending as in the audience without playing in the tournament qualify me to obtain this card back?
Usually you are entitled the cardback for playing a side-event tournament or something similar.
In Order to receive the Card Back you just have to participate in one of the Many side events that happening!
It is actually fun cause side events have crazy rules!
I won a tourney (you aint required to WIN to get the cardback) that the rule was the man who drops his HP to 0 wins! So i wont a tourney by losing every match! Yay! <3
