Unless they have changed their nerf policy, there is no limit to the dust received. You are thinking of the refund policy for moving cards to Hall of Fame.
While I do think there should be some kind of reward to playing a longer drawn out game, I am not sure this is the way to do it. The problem in itself is the ranking system. Other than the treasure chest, there is no real incentive to grind every month. The fastest way to your golden epic (or legendary status for the month) is aggro. Perhaps some kind of win-rate reward instead? Need a minimum amount of games played, but the higher your win rate, the more rewards you get at the end of a season? That would benefit control decks in my mind.
Ragnaros the Firelord, it's entrance and presence as a card has never been replicated in my opinion. The first time it was played against me back in core, it was the greatest thing about the game, and was my goal to obtain one while playing. Still the greatest 3600 dust spent (and refunded) to get a golden one.
Why not wait? Remember before the Internet? I know...I know, but there was a time as a MtG player that we knew nothing of what was coming out. We just had to go out and buy the cards.

Well this was true to a point, there was spoilers in magazines, but unless you were buying Inquests, Wizards Magazine, or Duelist, you would show up without seeing anything other than word of mouth. Thought have to agree, nothing like opening up something like Kyscue Drake during a Visions PreRelease and running around the venue trying to see what Spitting Drake was or more importantly what Viashivan Dragon was/did.
You would then have to add timers for your actions on an opponents turn, which means a new form of roping, and even longer games. Remember, Hearthstones fundamentals is a game you can play on the go that is fast paced and quick in nature. You'd be adding a lot of complexity to the system and really going against everything they have built the game upon.
Really, if you like M:TG system better, go and play M:TG.

Woo, time to dust those 5 Patches (1 golden) I had been saving. Can we also do something with Finja? I have 3 of him sitting around as well.

Not sure how this went 12-2... Gorehowl was often 7 damage to the face to end games.

I had a 12 win run that got a non-golden common as well, was pretty anti-climatic.

I have 80, that includes some duplicates just in case they ever nerf them. 9 Golden.

I run her in various control lists still. She is money in the bank in Quest Warrior and Control Paladin when you've exhausted your opponents removal.
Plus both those lists run Curator, which helps tutor her.

I know for one I will be glad when Entomb rotates out in a coupe of days. My last game against priest he had 4 Entombs to just rob the late game.
