Edit: on second thought, this could also be cast on your own minions. Could help quest priest, trigger a deathrattle and summon another copy of the deathrattle minion. A not uncommon situation might be run a Coffin Crasher into something, then kill it with this, add another copy to your hand and pull down something bigger out of your hand? Might be dumb and niche but might work. We'll see
Since priests don't have any real way to wittle minions down outside of trading, this would have to be in a tempo priest -type deck, which might not be terrible. trade in something then steal their big guy, but then you still have to play it. While not good on card draw, priest isn't really bad at it either, so that doesn't really make a big difference. Like people before me have said, meta-dependant if there's a card that is great to steal and the four damage really helps kick it out of the way, maybe some legendary? Are there any legendaries that've been revealed for other classes that this works fantastic with?

I believe it would, because Toxmonger says when it's played, so before it enters the battlefield. Otherwise it would say "after a minion that costs (1) is summoned, give it poisonous", but there have been inconsistencies in HS before with when vs after
Helps with Hunter's card-draw problem. Honestly just flooding the board with 2/1 beasts for one card is pretty decent, and the rush helps. If hunter has a board of 2/1s, that shit needs to be cleared, and then hopefully the board can be re-flooded. Nothing meta-defining, but there might be decks where this could fit.
Could be good in a Baku, or even non-baku odd-only deck to potentially give access to even-cost cards that couldn't be run. Same for Hagatha, except obviously even-cost decks. Probably only useful if aggro takes hold in the new meta unfortunately, but even then only if aggro isn't particularly strong
Throw it in a mid-range hunter. If you draw it by the time you're running low on cards, BOOM, full hand of cards that are actually being run in decks to help you finish off their hopefully low-health. Hunter's biggest problem is when they run out of steam due to their low card draw. And if you don't draw it? Well you're midrange hunter, it's not like it's taking the place of some different steam-revitilizer, it's really more of a tech card i suppose
Also really good for build-a-beast. one extra mana for three more health and one more attack? That's actually fantastic with a ton of other beast cards
Doesn't save you from death, but it does stop you from going down to 1hp, so it's easier to recover if you manage to swing things back into your favor. Where Ice Block are essentially just extra turns, this is more of a save yourself from major damage on a turn card
Insanely good value, and honestly not really overpowered. In other decks it would be, but warlock obviously has no problems with card draw as is, so two extra drawn cards, 4 damage to the face, and two 2/1 bodies? Really good for sure, but it's not gonna break the game. I like it
Some secret mage potentially could work. Pulling any secret wouldn't be bad, and glacial mysteries would be fantastic. It would be incredible in a high-cost-spell paladin if it was able to be the only minion on the field, but paladin isn't known for it's incredible 2-cost board clear. I guess it would be minion heavy though

It's just nice for quest hunter to need to run less 1-cost minions total, but like depends on the state of quest-hunter in the new year
