Yes, it will reduce it by 6 mana. If you want to run electra, remember it's an elemental, so sandbinder has a lower chance of drawing walking fountain for when you need it. So consider removing sandbinder and work from there if you want a haunting vision package. I never liked haunting vision, shaman spells have a high variance, too many spells do different things and there's a lot of bad overload cards.
I tried mana tide, but you will be overfilling your hand way too fast. This is what I'd call a "totem, pass" deck and you just draw cards, and use your seemingly endless removal cards to keep pressure off your back. Also you have a good amount of healing to make up for the turn skips. Your draw power comes from selective draw like sandbinder and storm chaser (for the board clear). Those cards are usually keeps in your mulligan.
Potential replacements for other cards are: doomsayer- barista- sandbinder. You can adjust the deck to your liking, but this version keeps it simple and consistent. No need for RNG when you can specifically draw the cards you will need from your deck. Draw comes from Hagatha later in the game and you certainly don't want to drop a mana tide when ur hagatha, you'll be overdrawing in no time.
Absolutely. doomsayer is actually the perfect replacement. Other replacement options would be mind control tech or the one lightning bolt (more risky). I personally preferred doomsayer since it really just guarantees you to play a minion on an empty board (if it goes off, you'll time that right against aggro). Healing is always good, as long as you know you have a clear afterwards.

You need to provide criticism, not "I lost it's bad".
