This card is honestly pretty bad, considering that even the few Druid Baku decks that do exist (for which the card was intended) don't even choose to run it.
For a game that's constantly telling it's player base that they like to design some cards just for FUN, Shudderwock is one of the least FUN cards to play against.
Almost every auxiliary card is simply a build-up/delay to get to the late game and the Shudderwock animations are unbearably long and boring after you've seen it once.
That's the only reason I think it needs to be revisited, not from a power-level perspective.
Okay, the To My Side! comparison was just used as an example because Call of the Wild was nerfed shortly after it launched and therefore would be great to keep for full dust. I don't think the card will be nerfed quite frankly.
A card I do think may become abused very quickly if not already is Corridor Creeper.
Cost-reduction minions are always exploited when they can be, just look at the giants in wild, Thing from Below in the Shamonstone era.
Still way too early to determine, but what cards should NOT be disenchanted/dusted at this point because they may receive a corrective nerf in the future.
example: To My Side! : sure, the Meta is obviously just forming, but duplicates of this could be very valuable if it gets the Call of the Wild treatment.
On the flip-side, which cards are we safe to go ahead and disenchant for dust.
The whole "if your deck has no minions" thing HAS to tie into the recruit mechanic for Hunter. They have to give Hunter some powerful recruit spells to pull some minions out of his deck before triggering the condition cards, otherwise, the class will never work with this stuff.

I mean, I believe it's almost in the class identity for Hunter.
Until Kingsbane-lifesteal, Rogue was the same way.
Thematically, both of these class archetypes are focused on dealing damage, not taking it.
Rogue doesn't have armor but has ways to effectively dodge attacks by sapping or killing minions through high tempo cards.
Hunter doesn't have armor because it has a playstyle more geared to being the one on the offensive, not defensive.
Additionally, as other people have stated, Hunter has the playstyle built into his hero power to simply go face.

Gaining armor exists in hundreds of cards already, this one is closer to a warrior version of Cult Apothecary.
Tuskar Totemic was more like the hero power because it's random.
