I can imagine a world where everyone picks him over any other epic rarity card yes. BUT it's almost like he pops up in every single draft. I know I certainly seem to have him in half of my arena decks. That seems so high to me. Maybe it's just right on par with the probabilities but I'm no math expert and it just seems strange to me to see him so much in arena.
It's not just me I'm talking about though. If I didn't get him my opponent probably has him. It's hard to think of a time where a guy with over 7 attack was played and wasn't shot down by a BGH on either side.

This might be true with the way the draft RNG isn't a true RNG. Apparently such a thing doesn't truly exist, or something (I'm no computer science guy). There was this one week where I saw BGH in every single one of my drafts, and I saw a BGH in a ton of my opponents' decks. Far too often for me to honestly believe it could be pure coincidence. So maybe you just ran into the same situation.

There are very few viable Epics, thus the ones that are good appear more frequently.

i think i run into mind control tech every other game, which is way way more popular than bgh in the arenas
the other popular card is ooze, most decks have them
