Edit: I should also add that we could at some point start maintaining something in an official capacity if it was truly something that would be visiting a lot. We have a guides section that works well for stuff like that, but it is something that needs to be updated constantly and doing a changelog properly to keep historical data is a major pita!
No need to bump threads, in fact, it's against forum policy. We don't tend to warn people in the site feedback forums for it, but repeat offenders may be.
I don't think there's a big issue atm with it. Yes, there are certainly many people who ask about this and it can get annoying, but I don't think it needs its own forum. Anyone is welcome to create a thread to house a list of "you should disenchant this junk", it's just not something we're planning on maintaining in an official capacity right now. I should also add that I do think it's important to not penalize people for asking outside of any designated threads. Sometimes people got real specific questions and from what I've seen, it's usually asking about particular decks or overall archetypes so it's kinda better to have a dedicated thread for that type of discussion.
Of course, any really good threads (content, formatting, willingness to keep it updated) will end up being stickied. The card discussion forum is good for this stuff.
