Yeah. It would suck to play against. Each would alternate between their AoE freeze spells, giving them effectively double the number of each AoE mages have access to. Like 4xFrost Nova, 4x Blizzard, 4x Flamestrike, etc , etc.
How about 4x Ice Block? I am sure people would simply just looovvve playing against two mages with access to FOURIce Block...
I agree some kind of 2v2 would be fun in the future or even some kind of 1v1v1 etc... I don't see it happening any time soon mainly due to the fact they would have to build a new UI for the gamespace to accompany it which on the PC wouldn't be that big of a deal but since they've moved to mobile as well I don't see it translating well. Even if they do have it planned I also see it simply being held as a trump card for when the game starts to wind down in popularity... it could be used to rope people back in.
Not a bad point mentioning money...not only is blizzard incentivized to do this because of fans, but they would make a ton of money if they put a price tag on it...I don't think they would though, seeing as Tavern Brawl is free.

I can think of a few simple rules to use for effectively Two-Headed Giant.
1) Teams of 2v2.
2) Each member of a team plays and ends their turn together. (IE: So Team A with Bob and Suzy will start their turn together and end their turn together.)
3) Neither deck of a team member may have same cards as another team member (IE: Only one deck of the two can have Faceless Manipulator)
4) Neither member of the same team may have the same hero. (IE: No Jaina+Jaina for Double Freeze Mage shenanigans or Rexxar+Rexxar Vs Rexxar+Rexxar shenanigans)
5) Each Team Member has a separate pool of Mana Crystals.
6) Each Team has 60 health, when the team whose health that reaches zero...they lose together.
7) Each member of a team maintains a separate hand of cards.
8) Each member of a team maintains a separate hero power.
9) Weapons are separate and are not shared by teammates.
That would be too restrictive. Thats like saying "You can have one good deck with all the regularly used cards (shredder, belcher, legendaries, etc) and then one mediocre deck that cant have any good cards because his teammate has them. It wouldnt work very well.

What you are saying is like Zoo Warlock deck is crap because the other deck teamed with it is Control or Patron Warrior. Also Vice Versa does apply here.
Your theory is an overreaction. There is plenty of deck-design space for architects so as to be shared between two decks. If you say there is not, you significantly underestimate the amount of card choices within the game.
I don't think Blizzard will bother to design a large 2v2 table UI for such mode, so it might be that teammates share board and life( how about weapons?). In this way, a player makes moves every 2 turns, which will complete scramble the current hand consumption maths. Everyone will be playing aggro because he has too much mana to do anything else.
