Here's the cold hard truth: if you can't go beyond rank 15 with handlock, you are not skilled. In fact, you are quite a long way from "skilled".
Handlock is one of the top tier decks, and it relies on not less than 4 epic win conditions, as well as almost an entire deck full of rares.
Calm down with your seat of Mr. I own the world. Currently, Handlock is not a ''top tier'' deck and not relies on 4 epic win conditions. It relies on more then that. Go away... with your ... you need skill and more then that.

I think that not only Deck strength and Skill count. Luck is also a huge thing. There were months when I easily reached rank 5 or 6, then there are months when I can't get past 12.
I may suggest to call that "context" rather than mere luck. For me, luck is randomness, and is negated when you play a sufficient number of games.
An unexpected evolution of the meta, or something like that, is not part of it in my opinion.
I do not understand people who say skill is not that important, notably musicmf
No, don't get me wrong. Of course the deck is important and the skill is important, but luck is also a big part. You can draw bad cards three games in a row, get insecure and loose more games - though yeah, I agree, that's context again.
If you believe that luck has something do to with this game on a long-term basis (let's say a month, which occurs to be a season) then you are wrong. Luck may be involved at certain moments... but will be counter-balanced by other moments.

I recently started playing Hearthstone. I'm concentrating on doing daily quests for now. My options for decks are constantly evolving as I keep getting new cards (usually at least 3 of 5 cards in a pack now will be new for me). I log on, check todays quest, delete my old deck for that class and just throw something together for todays deck. Playing this way I'm moving up and down rank 18-15, and most of the people I play don't seem to have much more legendaries than me, or if they do they're not that skilled.
I was playing casual first for quests, because I thought that would be easier. I was like winning 1 of 5 games taking ages to finish quests. Casual mode really needs some changes to the matching system.
I disagree, but I guess that's what opinions are for.
As a legendary player who's been playing since closa beta, I feel like now more than ever luck and patience for the grind are the strongest factors on ladder.
"as a legendary player since beta", you come down to that conclusion?! Seriously, why are some players doing constantly great at this game and others not - I usually thought the "all luck Theory" is only voiced by Players without understanding of this game... All evidence this game and tournaments provide are speaking against you, imho!
I would not know how to define the average rank 5 player, but I definitely easily reach rank 5 myself, and I do not think at all I have winrates so close to top players.
Were does such a figure come from ? It's really hard to say so.
Honestly, when I see Xixo reach Legend #17 (if i am not mistaken) with pirate rogue in so few games
If you watch streamers you'll see that they fall within a wide spectrum. Some take 2 weeks to reach legend even if they play 3-4 hours a day. Some reach it really fast. So every month there's a sort of selective bias where people remember the streamers who hit legend fast or high legend and forget the 50+ others who just have "normal" win rates up to legend.
So this month for instance, Xixo reached legend first with hunter. Took him 20+ hours starting from rank15 with the fastest possible deck. So even there he likely had a 70% win rate at most. It's still very high but not the kind of win rates people usually have from 15-legend.
65% is probably closer to average.
BUT remember, they make their own decks for the most part and that's what gives them a big boost. People who make their own decks like Xixo and Kolento routinely reach rank1 legend while people like Trump who just copy decks and try to "crack" the meta only by selecting the deck they think is best struggle. I don't think he's ever reached rank1 ( though he's gotten rank2 before ).
That guy plays easily 20-25 hours of ladder a week! For months and months. You'd imagine that at some point he'd get a good streak.
But he reaches legend too late in the season and at that point you need a crazy streak to get rank1.
To get that at the end of the month I would wager requires insane luck and nothing more. I don't know the stats of course but I would be impressed if the same person got rank1 legend at the end of a season twice.

Handlock is one of the more "skill" oriented decks.
Played right, you should be able to get well past rank 15 with it.
