It's a good aggro deck. However, it's kind of a ... you need a good starting hand otherwise you'll have a rough time recovering. The deck is viable, pretty strong and has good matchups. It's all about the skill in the mulligan phase that'll make the cut between having a rough time with it and being able to pull it out to Legend.

It does have its kinks, relies heavily on board control, and can have card draw problems, however it is pretty fun to play, a lot more then mech mage, and its fairly new so its still being revised, since people are still learning how to use, and counter it.

It does not differ from any Mech decks in term of countering. You play the matchup as an aggro matchup with some kind of reach (Kill Command, Fireball, Crackle).

Okay, so the only problems i see with this deck is that it lacks any AOE removal spells like Lightningstorm, but i guess since you are subbing the AOE out, you exchange it for weapons and minions with built in removal like Fire Elemental and Bomb Lobber. The deck could also be shut down if the opponent has an answer to Whirling Zap-o-Matic if you get it in mulligan.
You would also be looking for Mechwarpers in mulligan. Against Aggro, you would be dependent on hitting the Mechwarper or Zap-o-Matic and the aggro deck not having an answer to them.The fact that you are also using your health as a resource when choosing to remove minions with your weapon isn't a good thing vs aggro.
Against control, if you build your board with Loatheb in hand, play the loatheb to deny your opponent any AOE clears, you would be very far ahead in the matchup. Playing a Dr Boom in a meta of BGH is risky, but the bright side is that is the only target for it in the deck.

However... good aggro decks tend to focus on having the more burst damage and not running any card that are better ''when behind'', like Lightning Storm. These decks don't want to play the ''catch-up'' game, they want to be the sole and only aggressor.
And yes, when two aggro decks face... it's usually the one with the strongest start that'll come out on top. But... it's not just the better start... it's about whoever curves out the most efficiently.

I found that when i played my aggro mage deck (pre-GVG), often i couldn't remove whole boards with the minions i was running. I often lost to aggro decks that were faster than mine. Solution? Add Flamestrike It was just what i needed in case the draw power didn't work out the way i needed it to. And it has won me many games! :) Don't get me wrong, this deck has great burst potential, but it is good to have a get out of jail free card.

The start is too important. I generally do not like if it is strongly depended on few cards. Otherwise i would play a Hobgoblin deck as well.
Well... all decks are reliant on having a good start of they fall behind hard. It's true for control, midrange, tempo and aggro decks...
