I don't see it happening unless it's attached to something we have to pay for to be honest. I can't say I blame them for not doing it because no matter what they'd come up with, most of the community would whine about how under/overpowered it is.

Because it would be very problematic if certain good cards were only obtainable as monthly rewards. New players or players taking a break are permanently disadvantaged. If you have the cards recurr as rewards, then those people will be disadvantaged for months at a time.
It's an interesting concept, but it's too polararizing to create cards that are like card backs: monthly reward exclusive. Card backs are useless, while cards are too important to make exclusive on a monthly basis, especially if those cards are good. There are better ways to incentivize play without harshly penenalizing taking a break for any extended period of time. Furthermore, people would be disincentivized to come back after a break.

Think about it this way. Marin the Fox was a event exclusive free card and outside the event, it can't be opened by card packs nor crafted. That's fine because the card is fun and memey, but relatively useless in any competetive sense. Doesn't mean people won't use it, it's still fun in DMH warrior for instance. But it's not good enough to be essential in any deck. Now imagine for an instance that the free event card was Bloodreaver Gul'dan, and it cannot be opened by packs by only crafted after the event (that's already better then Marin the Fox, which can't be crafted). Now the people who got it are instantly advantaged to create great decks. Those that missed out have to use 1600 dust, or wait for the event to occur again. That's an unfair system. My point is that for such a system, you cannot create good cards. Fun cards, yes, but not cards that would see broad competetive play. It's too unfair to people who miss the events.

The problem is the limited availability... You can't just make good cards that are exclusively available through reaching a certain rank in a certain month, that would screw up everyone who isn't able to get their hands on all of those rewards but still wants to play ranked with the best possible decks. That's also why he claimed that the cards would have to be really bad - if they weren't, they'd most definitely cause a huge outcry.
Maybe temporally cards, for like a week or something (like tavern brawl or those special card from arena), could be a set of 5-10 card and maybe some custom cards that the team 5 approve.

And who said those cards should be uncraftable? I know it's always been like this with reward cards but I think it's obvious that it would an awful idea to prevent people from getting those cards just cause they didn't play Ranked that season... I mean,I'm still pissed there's no way to get older monthly card backs (I need Icevrown and Hallow's End) and those are just cosmetics let alone cards...

Another idea is if those cards are restricted to common cards. That way they are cheap and easy to craft. Anything rare or above would really hurt some of the newer f2p players, with rare cards maybe still being acceptable (problem is the cost would pile up if the reward is missed a few times, for instance, if someone misses or doesn't play for a year, or recently joins after such a system has been in place for a while).
