The answer is either Shaman or Warlock. I have tried both extensively post GvG, and the answer is still Warlock. :P
Just not enough draw on Shamans to remain aggressive enough to keep up. Neptulon is a non-issue. He's a great card but actually sort of useless in a murloc deck. By turn 7 you're topdecking and it's going to be a pretty lucky draw and it's something that's pretty easy for most to remove at that point (since your board is more than likely empty). The draw murloc isn't that great as your board is pretty clear by the time he comes out.
Warlock can keep the 2 draw working for them and they have some really nice utility cards like Mortal Coil that can finish something off and still keep up momentum. The classic 5/7 charging finisher is far more potent than Neptulon and the 2 card discard won't be a drawback as you will easily empty your hand with murlocs.
They tried to make it a thing in shaman, like they tried to do a lot with shamans that haven't quite panned out.
Double Crackle is also a nice finisher. And warlock doesn't have Bloodlust.
I never have enough cards on the board on turn 5 to make great use of bloodlust. Anyone who knows what their doing makes keeping he murlocs off the board top priority. Double Power Overwhelming is equally a great finisher. And you're more likely to get it because of better draw. I really wish it wasn't the case (I enjoy shaman more and have been trying to make a competitive BL deck since beta). In terms of more stable decks that will get you more wins, mur-locks is where it's at.

Warlock because there are not enough card draws in murloc decks. I believe shaman might be okayish too because it has low mana removals to create place for more murlocs coming into board. Also it has i guess only class-specific murloc Siltfin Spiritwalker
People stop say that shaman is the best! Shaman is slow, no card draw, overload and has no Doomguards! I have all murlocs and all cards for shaman (i main shaman) and obviously i tried murlocs with few classes and shaman is just slow and clunky for murlocs.
Warlock is the easier choice for Murloc decks, however they will plateau much faster in ranked play (though why you'd play murloc in ranked play...). Shaman on the other hand can dish out some massive damage with a murloc deck if played right. The trick is to run a mixture of deathrattle and murlocs with lots of draw. I managed to eek out rank 3 with a deck based on that concept (mixed in with a few nice taunters).

Is it a OtK deck that drops a bunch of charged murlocs in one turn? I loved that deck. It never worked but it was hilarious.

I've been doing shaman for my murloc deck. I have nep though and he helps a lot when you're top decking in late game.
The shaman murloc siltfin and cult master and mana tide totem is enough card draw for this deck. You can easily refill your hand if you time it right.
Plus shaman has lightning storm to help stop face hunters and mech shamans. And the totems help also.

warrior is nice, clearing board whit weapons and rushing your murloc whit commander, not the best but off the box
