My god, I've been out for an year and people are still talking about this...
Anyway, like they've said before, the mere fact that you are not performing as expected after paying proves that this game isnt pay to win. If you need more proof, look for vids on Youtube of proplayers getting legend on accounts which they never spent a single cent.
As in every free-to-play / pay-to-win game, all you need is patience, young one. Instead of busting 150$ into the game like that you should rather take your time, learn to play and grind the gold you need to buy packs.
All you need is 6 months of constant grinding of quests and Arena, and you can finally muster up enough gold for the first Adventure.
Don't worry though a new expansion will come out in that time and you have to grind for another 6 months to get anywhere, good luck getting annihilated from people who buy cards because you have too much "Patience".

I have not spent a dime on HS and I have all adventures. Bought every one of them on the day they are went out for sale.
I suck in arena, and for me it is big gamble, so I am just playing daily quests and saving. Every 1000 g I am buying 10 packs. If some adventure is announced then I save 700 g for 1st wing, and until next wing I have 700-1000 g just from daily quests and few wins per day.
Just a bit of planing and informing yourself about a game and you can have quite nice collection for free.
Also I am dusting all golden duplicates, plus dust from duplicates I am getting in packs and every so I have nice amount of dust for some card I don't have if I need it.
If you want all and right this moment, then there is no other way besides paying with real money and still, there is no guarantee what will you get. You will not get better also just because you have cards, during collecting you are also learning.
If you have just a bit patience, in few months you can go to lvl 5 easy. All after that is too much grinding for my taste. Would not chase legend even if I have all cards. But, that's another topic.
