This is a list off all of the poor cards in the game and what cards you should disenchant or keep for specific reasons. This Guide is all my opinion, I am a Legend Rank Player and I was 67th in NA as of Dec 13th.
I'd like to point out a few that you might want to keep, or at least try before disenchanting.
Shieldbearer:
Yes, generally a bad card, but if you plan on going for a ladder climb chances are you will see a lot of aggro decks. A 4 health taunt or two could slow them down a bit. (If you plan on playing mage, disenchant). Once you have better cards like Ancient Watcher + Sunfury to combo then ditch 'em.
No there are much better options, this won't even kill the minions and is just giving your opponent cards, which is terrible.
Worgen Infiltrator;
The stealth means its not vulnerable to hero powers. His attack value allows him to trade with a decent number of 2 drops. All in all, a decent one drop thats good on turn 1.
Yes but most decks honestly won't even play a minion if they see this, or won't even care that is dies.
Bloodsail Raider:
Average stats (w/o weapon), above par/excellent stats when played with a weapon. Keep if playing a weapon heavy deck/class.
Not really any competitive weapon decks in the meta.
Raging Worgen:
Not seen a lot in constructed, but can be pretty decent if played in a mage/warrior deck since those hero's have good ways to enrage him. Also, dont forget cards like this can punish a harvest golem infested meta.
Yes, but there are reasons you don't see them in constructed.
Dread Cosair:
Just like the bloodsail pirate (above), if you run weapons this guy can become cheap "chump blocker". (e.g. Truesilver + Dread on turn 4). This speed of development could give you the time you need against aggro.
Well, the stats are underwhelming, I would just use a Shield masta, it is better mostly always.
Silver Hand Knight:
In Arena, this card is a beast, but in construction you dont see a lot of him, but I think that's because 5 is a slot were a lot of the key cards go (e.g Gazatan, Druid of claw, Azure drake etc etc), not because this card is bad.
Actually there are no good 5's in the game, this does not really fit any role in a deck I would rather run a Hogger honestly.
Spiteful Smith:
Is actually run in some top tier rogue decks. So if you play Rogue, check the deck list's before you d/e smith.
I can't really agree with many of the DE recommendations. The biggest difference I suspect is intent. When you say "poor quality" you are actually expressing that in many cases the card is simply more niche.
If your goal is to rapidly climb the ladder by crafting the largest number of tried-and-true cards and currently popular deck setups then by all means DE everything that falls outside this aim so you can get to that best deck ASAP. I don't criticize this approach, but more want to emphasize that as a philosophy it only serves to reach the finish line every season.
With how rapidly things can change, I'd also be concerned that it might leave you behind in the future unless you have a large card/gold income.

Well yes I don't dust every card I don't want, but other people do.
This is pretty old, some stuff might be outdated since March 3, 2014. For instance Secretkeeper now sees a good amount of work in Aggro Secret Paladin decks, which didn't exist back then.
Not sure if Flood wants to keep up with this one, it was great back in the day.

All of these really don't have enough value that I would not disenchant but it is up to the people with the card honestly.
