Anyone buying Gadgetzan, Karazhan, or Old Gods packs in 2018 must either play wild, or like tossing money in the toilet.
Given the cost to play this game, it's all money in the toilet.
If your goal is to play every deck and have every card, well yes its going to cost an arm and a leg. If your goal is to play a few good decks and have fun, not so much. I have been playing almost a year. For Ungoro and TFT I did order the pre release. I didnt for Kobalds. I still have the cards i needed to play. I can play most decks but not all. True it cost me time to do daily quests and for Kobalds to play 50 free Arena runs (18 from gold won in the arena). Arena isnt for everyone, but after 6 months most players should give it a shot. You can play the game and have good decks and have fun on a budget and eventually get to the point of not buying anything if your goal is to have fun. Your not going to have every card or play every deck. Your going to have to make decisions that are more long term. I was very selective on which cards from the 2016 sets I crafted after TFT was released and after a month, not crafting any of them. This did stop me from playing three top decks. But I wasnt playing in 2016 so I had to catch up. Next year I will be on the same sets as everyone else and have a good base collection without spending a lot of money and not spending anything more.
If you are a F2P player or you do not want to spend a lot of money on the game, you should always have a strategy and rationally invest the resource. I was very surprised by the sets results. I think it's very profitable now to invest in classic sets and craft cards from Kobolds (for new players). Now there are very few legendary cards play from Kobolds set in meta.

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
