Decent card, not that strong but it's pretty much average with the powerlevel of the entire set being tuned down quite a lot.
as other suggested, this is way different than flamewaker because They serve different purposes: this helps mitigate damage maybe before a flamestrike ora a blizzard, while flamewaker is insane against aggro/token decks. This is just fitting the theme of the expansion
Comparison to Flamewaker is inevitable. My take on it:
Freezing makes minion unresponsive while dealing spreaded damage might kill it. That makes you think that Flamewaker's strength is more against board of smaller minions. This Mad Frost Mage may be somewhat effective vs decks that rely on large minions that you may have trouble dealing with.
Sort of - if you want to play tempo mage but meta is all big minion and not aggro. If we assume this is indeed the purpose of this card, I'm still not sure it can work out.
Question is - if you could effectively Frost Nova the opponents board for 2-3 consecutive turns for half of your mana each turn, would you be able to win?

I really don't like trashing cards, I usually am optimistic and see potential in a lot of new cards that otherwise other people would say are unplayable.
But man, this card is such an overcosted piece of trash. At least Mage already has a good 4-drop with Water Elemental, but this card could've instead been a decent 2 drop that Mages desperately need since Mad Scientist is leaving the scene.
Well Blizzard already gave Mages some amazing cards in this expansion, so they have to give them a crappy card to balance it out.
LeL, amazing cards? faceless summoner is the best one, Servant of Yogg Saron is a bad rng yolo undercosted card, Cabalist Tome might be useful in reno/more fatigue decks if they will still be a thing and Forbidden Flame is overestimated, might be played but it is barely good, let alone amazing.
I'm just waiting for this to only freeze the opponent's face when playing against non weapon class. The card cost too much for so little consistency. If you got to choose the target then maybe it would see play at 4 mana. But right now it is just too expensive.
May it freeze already frozen character or it choses another target? In other words, am I guaranteed to freeze two targets (enemy hero and a minion) after casting two spells or one character can be frozen twice?

The way it is worded, you CAN,and will(nerverlucky), freeze the same target twice.

If it works like Knife Juggler resolving Unleash the Hounds and not hitting 1-Health minion that were already hit - it still is probably too weak for 4 Mana.

The stats are a bit low. I'd at least make it a 3/4.

Balanced Flamewaker.
This is a good card, can be staple in Control Mage.
Why play this over Frost Nova or Water Elemental
This card is pretty Balanced (when you pair with the alpha-omega-vanilla Faceless Summoner).
